Description:
MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) within the Bureau of Air and Waste (BAW). The position is based in the Boston Office located at 100 Cambridge St, Boston, MA. The position will report to the "Air and UST Systems Branch Chief", of the Information and Data Systems Implementation (IDSI) Section. This person should have strong communication skills and be able to work with others in a collaborative team environment. The workplace is a hybrid work model that combines working in the office and remotely.
The Environmental Analyst IV (EAIV) will serve as the "Source Registration Data Manager" for the Bureau of Air and Waste (BAW).
The EAIV will serve as the Data Management Lead who is primarily responsible for development, maintenance, and operation of various computerized data collection systems including those for Source Registration (SR) and Greenhouse Gas (GHG) reporting. This position generally oversees reporting software systems, processes, and the data they collect relating to SR and GHG.
Responsibilities may include:
- Assure problems with forms and data related to SR/GHG are identified, reported, and documented. Testing is performed as needed/requested to further this objective.
- Provide/develop reports from data sets as requested for internal and external use. Ensure requests are fully and accurately met.
- Perform meaningful Quality Assurance (QA)of collected data
- Generate annual SR Mailing Lists
- Assist in developing Annual Compliance Fees and developing application for same.
- Provide technical assistance and compliance assistance to facilities in the form of phone/e-mail help desk support, and implementation of other compliance assistance strategies.
- Evaluate the operations of SR/GHG programs and make recommendations for improvements (with prioritization) consistent with program/bureau/Dept. objectives and goals outlined by supervisor/managers.
- Coordinate reporting and associated enforcement activities with the regions and other relevant internal units.
- Manage development of federal Emissions Inventory System (EIS) flow to U.S. EPA.
- Evaluate the EIS operations and make recommendations for improvements (with prioritization) consistent with program/bureau/Dept. objectives and goals outlined by supervisor/managers.
- Ensure timely National Emissions Inventory/EIS flow to EPA; work with Information Technology staff or vendors to fix EIS applications by specifying problems/enhancements and testing the corrections.
- Keep immediate chain-of-command updated concerning the status of assigned activities, the identification of staff resources and relevant training needs to achieve the Unit's information management goals, and other operational issues on a periodic basis to support informed decision-making.
- Represent the Bureau, Division, or unit in IT and programmatic forums, where applicable.
- Other duties as assigned by Deputy Division Director or designee.
Preferred Qualifications:
- Familiarity with Massachusetts environmental regulations and policies.
- Excellent computer skills, including working knowledge of Microsoft Outlook, Excel, Word, and PowerPoint.
- Familiarity with data manipulation and analysis tools like Microsoft Access, Tableau or Power-BI.
- Ability to critically analyze and assess data to drive strategic decisions and outcomes
- Ability to work with cross-functional (internal and external stakeholders) groups, program staff and regulated communities.
- Ability to diagnose the root cause of system issues and communicate the problems to system developers and vendors.
- Ability to extract, organize and communicate information in a way that is responsive of customer needs (internal as well as external customers)
- Excellent oral and written communication skills.
- Attention to detail, organization, and ability to multi-task.
- Initiative and ability to work independently while also interacting effectively in a team environment.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
