Job Description

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission ("POST"), and to develop, deliver, and maintain a record of that training for over 20,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC's training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. As of January 2025, the MPTC operates seven (7) regional academies and oversees up to 10 authorized academies across the Commonwealth.

The MPTC is seeking a skilled Instructional Designer/eLearning Developer to create engaging and effective online educational content that will be available to all POST-certified law enforcement officers in the Commonwealth of Massachusetts.

Duties and Responsibilities:
  1. Participate in designing and potentially establishing an in-house production studio.
  2. Oversee the equipment and technology needed to produce in-house eLearning content.
  3. Create strategic planning documents that guide the development of eLearning courses, ensure they are engaging, learner-friendly, ADA compliant, and effective.
  4. Design, develop, and produce comprehensive eLearning training modules using tools like Articulate Storyline and Rise by Articulate 360, and incorporating multimedia technology such as video, audio, interactive simulations, and knowledge checks, to create high production value eLearning training courses.
  5. Utilize Articulate Storyline's advanced features, such as translation tools and custom triggers, to enhance the accessibility and interactivity of the MPTC's online training.
  6. Collaborate closely with the MPTC Curriculum Division and subject matter experts, such as Statewide Coordinators and outside agency partners, to ensure that the training content meets the practical needs and aligns with the learning objectives of MPTC courses.
  7. Collaborate closely with the MPTC's Data Systems Director and Manager to ensure the interoperability of the online training content with the online delivery platform, including proper functionality of security measures designed to deter fast-forwarding and other attempted short-cuts around completing the full training.
  8. Play an integral role in creating, maintaining, and archiving the roughly 24-29 hours of online, in-service training offered annually to over 20,000 POST-certified law enforcement officers and that is continually changing from one training year to the next (July 1st to June 30th of the following year).
  9. Present to the MPTC's fifteen-member oversight Committee as necessary.
  10. Travel to other agency sites and attend off-site meetings as required.
  11. Troubleshoot technology and technical issues as necessary.
  12. Other duties as assigned.


Preferred Qualifications:
  1. Master's degree or bachelor's degree or equivalent in Instructional Design, Educational Technology, or a related field.
  2. Minimum of three years of experience in instructional design and eLearning development, with a strong portfolio showcasing your projects.
  3. Proficiency in eLearning authoring tools such as Rise by Articulate 360 and a deep understanding of learning management systems.
  4. Knowledge of professional video and recording equipment (video cameras, lighting, and other equipment needed to produce eLearning content).
  5. Excellent communication, creative thinking, project management, and organizational skills.
  6. Ability to work on a team as well as independently.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
