The Bureau of Family Health and Nutrition (BFHN) under the Massachusetts Department of Public Health (DPH) is seeking a dynamic and experienced professional to provide fiscal oversight of revenue, audits, grant funds, invoices, and a variety of financial accounts for the Early Intervention (EI) program. The ideal candidate will have a strong background in financial planning and analysis and a detailed, analytical approach. This position plays an integral role to the mission of advancing and sustaining equity for BFHN staff and the communities and families served by supporting BFHN in its efforts to integrate racial justice and health equity, families' lived experience and family centered outcomes in the development and administration of BFHN programs.

This position oversees 2 claims managers/support staff and serves as a member of the EI Leadership Team to provide leadership, support, professional development, and guidance regarding federal grants and state appropriations to ensure that the EI Division and contracted providers meet federal and state requirements. Additionally, this role will develop and implement financial plans and conduct ongoing analyses of new and changing information. BFHN provides programs and services ensuring the health of the Commonwealth's mothers, infants, children, and youth - including children and youth with special health needs and their families.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Manages the fiscal oversight including, but not limited to, claims review, audit processes and compliance efforts for the Early Intervention (EI) program.
  • Analyzes financial data related to Part C expenditures and provides link between programmatic goals and the fiscal support needed to achieve goals.
  • Directs the design and implementation of accounting and revenue management procedures/manuals.
  • Develops and implements strategic financial plans. Oversees the preparation of documentation for spending plans including developing and monitoring spending and revenue projections; develops internal risk management controls and financial reporting systems.
  • Performs strategic financial analysis and planning from analyzing agency UFRs to identify system trends and fiscal viability.
  • Advises the EI Director in deciding strategic, policy, program, and finance priorities and issues including researching revenue enhancement, cost-containment initiatives, spending trends, financial analysis, budgeting, and staff resource planning.
  • Ensures compliance with evolving federal/state fiscal and programmatic audit and financial reporting requirements issued by the Commonwealth of Massachusetts and federal funding agencies.
  • Prepares monthly program budget updates for the EI Director using data from EICS, monitors spending activities to ensure appropriate state and federal expenditures.
  • Conducts fiscal audits of contracted vendors to ensure compliance.
  • Oversees technical assistance to stakeholders to interpret and implement federal and state statutes related to Part C financial administration requirements.
  • Responds to inquiries from auditors to troubleshoot and assist requests from contracted providers; partners with DPH Purchase of Service team to address oversight, audit, or compliance issues.
  • Keeps current on all regulations and guidance on Federal Part C grants, as well as fiscal requirements for contractors.

Preferred Qualifications:

  • Experience with budget preparations, projections, and variance analysis.
  • Knowledge of financial reporting and/or financial analysis principles including payroll forecasting, and business analysis.
  • Extensive financial planning and analysis experience.
  • Ability to manage multiple projects simultaneously and to respond to changes in priorities in a flexible manner.
  • Capacity to plan, prioritize and delegate tasks, and to utilize staff members to accomplish assigned work objectives.
  • Skilled in problem solving, consensus building, conflict resolution and team building.
  • Talent for identifying risks; developing and applying logical and effective mitigation strategies.
  • Demonstrated knowledge or ability to learn state and federal finance laws and regulations.
  • Experience and knowledge of the principles, practices, and techniques of supervision and an ability to resolve personnel conflicts effectively.
  • Aptitude for working in fast-paced with an ever-evolving environment that has a high level of scrutiny.
  • Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams. Knowledge, familiarity and/or willingness to learn MMARS and the Commonwealth Information Warehouse systems.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
