Job Description

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission ("POST"), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC's training programs include a comprehensive, 800+ hour basic recruit training program for new police officers, statutorily required annual in-service training programs for veteran officers, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates six regional academies and oversees ten authorized academies across the Commonwealth.

MPTC funding comes primarily from three sources: an annual appropriation, revenue from the Municipal Police Training Fund, and tuition fees from police academy recruits. These funds support a full-time staff of 57 employees and a large part-time contingent of contract employees who serve as instructors and program coordinators.

The MPTC seeks to hire an experienced candidate as the Deputy Chief of Training reporting to the Chief of Training and serving on the MPTC's Executive Management Team with The Executive Director, Chief-of-Staff, Chief Operating Officer, Chief Financial Officer, Director of Human Resources, and Director of Communications. Collectively, the Chief and Deputy Chief of Training are responsible for overseeing all aspects of police training, including: the operation of police academies and enrolling and training student officers; delivering annual in-service and specialized training to veteran officers; developing curriculum content; training and certifying instructors to deliver MPTC approved curriculums; ensuring the integrity of testing administered to student officers and veteran officers; police training records and record keeping, and; budgeting, personnel, facilities, equipment, and all other operations associated with training officers. Moreover, the Chief and Deputy Chief of Training interface with police chiefs, police departments, and the public, and provide training updates and data to the MPTC's Executive Director, the Undersecretary for Law Enforcement at EOPSS, and the statutorily constituted fifteen-member oversight Committee (the "Committee") that sets training standards which are developed, delivered, and recorded by the MPTC.

Duties and Responsibilities:
  1. Interact daily with the Chief of Training regarding the core mission of the MPTC -- training police officers.
  2. Interact daily supervising the five division chiefs who oversee: (a) recruit training; (b) veteran officer training; (c) curriculum development; (d) standards and delivery of training (including instructor certification), and; (e) the creation and retention of all police training records.
  3. Interface regularly with police chiefs, police departments, the public, and the MPTC's Executive Director, Chief-of-Staff, Chief Operating Officer, Chief Financial Officer, General Counsel, and Human Resources Director.
  4. Interface periodically with the Undersecretary for Law Enforcement at EOPSS, the statutorily constituted fifteen-member oversight Committee, and the Peace Officer Standards and Training (POST) Commission staff regarding training requirements for police officer certification and recertification.
  5. Serve as a resource to academy directors and program coordinators particularly on matters of academy management and scheduling.
  6. Be a liaison between the Training Bureau and the Data Systems Division, particularly on matters of class management and academic recordkeeping utilizing the Acadis platform.
  7. Assist in identifying ongoing training needs.
  8. Additional responsibilities and special projects at the direction of the Chief of Training.

Preferred Qualifications:
  1. Advanced degree in public administration or relevant field, and at least 10 years of experience in staff and project management.
  2. Significant knowledge of police training in Massachusetts including impacts of 2020 police reform legislation.
  3. Demonstrated track record of managing complex projects.
  4. Strong analytical skills, experience tracking data, reporting, providing metrics, and developing key success measures to drive impact and problem solving.
  5. Excellent oral and written communication skills.
  6. Exceptional interpersonal, verbal, and written communication skills with a demonstrated ability to accomplish goals through coordinating the efforts and collaborating with a wide variety of external and internal stakeholders and the ability to effectively present to audiences of all levels and seniority.
  7. Exceptional organizational skills.
  8. Ability to exercise discretion in handling confidential information.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
