Position Summary
The Community Engagement Manager will report to the District 1 Highway Director and will serve as the primary contact for DHD, and Highway Division inquiries for the media. The Community Engagement Manager will contribute to fulfilling and exemplifying the DHD's goals by integrating, coordinating and expediting the response to media inquiries. The Community Engagement Manager will also assist in the development of short- and long-term communications and marketing strategies for MassDOT.
Duties and Responsibilities
- Under the direction of the DHD, senior Highway Division Officials, engineers, and designers serve as the primary contact for all media inquiries relative to Highway Division activities. Act as a liaison to conduct public presentations to share ideas, recommend solutions and promote efficiencies that are consistent to ensure that information provided is timely and accurate.
- Responsible for researching transportation laws, policies and legislations to recommend enhancements to existing transportation programs. Recommend and advise DHD on policy for transportation programs as well as organizational development programs. Identify objectives of the various programs to ensure that they are effectively carried out and aligned with Highway Division's strategic goals. Stay abreast of relevant complex laws, rules and regulations that directly affect Transportation policies and programs. Analyze pertinent issues and information regarding the impact of proposed communication policy on MassDOT operations and determine the resources necessary to implement them.
- Collaborate with other agencies and MassDOT departments on projects and process improvements that foster relationships with the D1 cities and towns, and to identify transportation needs based on legislative processes. Collaborate and coordinate with District Sections to identify solutions to complaints from the towns. Rely on extensive experience and judgement to plan and accomplish goals.
- Expeditious response to short-term deadlines and to all inquiries and complaints received in order to foster the Department's credibility. Investigate specific complaints from legislative and private citizens for immediate remedial action. Must be able to make decisions and make immediate adjustments to meet priorities.
- Under the direction of the DHD, work with the district communities to identify grant opportunities that help improve municipally owned assets. Keep the DHD informed on the status of municipal issues and requests. Coordinate events such as groundbreakings, ribbon cuttings, dedications, etc. with headquarters, legislators and other interested parties by scouting locations, providing briefs and assistance as needed.
- Prepare various reports and draft documents as required for signature, legislative inquiries and coordinate Public Information requests.

Minimum Entrance Requirements:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
