Job Description
The Massachusetts Department of Public Health (DPH) is seeking a passionate and strategic leader to serve as the Community Birth and Doula Integration Coordinator within the Division of Pregnancy, Infancy, and Early Childhood (DPIE). This role offers the opportunity to drive systemic change in maternal health by strengthening the integration of doulas and community birth professionals into the healthcare system. By fostering a high-quality, culturally responsive perinatal workforce and advancing certification programs, this position will play an essential role in improving equity in birth outcomes across Massachusetts.
As a key driver of program development, workforce sustainability, and policy coordination, the Community Birth and Doula Integration Coordinator will engage with a diverse range of stakeholders, including hospitals, birth centers, state agencies, and community partners. This role will also oversee the Doula certification program, monitor quality and safety standards, and support innovative strategies to enhance access to community birth care. The ideal candidate will bring a deep understanding of maternal health equity, a commitment to racial and social justice, and a collaborative approach to advancing sustainable solutions that empower birthing individuals and families.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Lead the planning, implementation, and oversight of community birth and doula policy initiatives, ensuring alignment with public health priorities and workforce development strategies.
- Provide strategic guidance and workflow direction for staff working on community birth workforce initiatives, fostering collaboration and programmatic cohesion.
- Maintain expertise in public health policies related to community birth workers, with a focus on sustainable financing, workforce integration, education, and regulation of doulas and midwives.
- Oversee the Doula certification program, ensuring relevance to practice, compliance with evolving requirements, and integration into the broader maternal health system.
- Collaborate with key stakeholders, including the Board of Licensure for Certified Professional Midwives, Board of Allied Health Professions, MassHealth, hospitals, and birth centers, to support certification, licensure, and integration efforts.
- Develop and implement policies, protocols, and quality improvement initiatives to enhance collaboration between community birth providers and hospital-based settings.
- Manage federal grant applications, program funding, and reporting requirements to sustain and expand community birth workforce initiatives.
- Represent DPH in statewide and national meetings, fostering partnerships, sharing best practices, and driving coordinated efforts to improve maternal health equity and access.
Required Qualifications:
- Strong knowledge of human services planning, including social, economic, and technological factors influencing program development.
- Proficiency in statistical methods, including data analysis, interpretation, and presentation using charts, graphs, and tables.
- Ability to analyze complex data, draw meaningful conclusions, and make informed recommendations.
- Skilled in preparing general and statistical reports with clear, concise, and logical writing.
- Strong attention to detail with the ability to maintain accurate records and work effectively with numerical data.
- Effective communication skills, including the ability to give clear instructions and establish rapport with diverse populations.
- Proven leadership and supervisory abilities, including staff development, work assignment, and performance evaluation.
- Strong judgment, discretion in handling confidential information, and the ability to work independently while fostering collaborative relationships.
Preferred Qualifications:
- Strong coordination, communication, strategic planning, and interpersonal skills with the ability to engage stakeholders in high-pressure or deadline-driven situations.
- Experience in program implementation, design, and monitoring, particularly within perinatal services and community-based organizations.
- Expertise in grant writing, preparation, submission, and ongoing monitoring and reporting to support program sustainability.
- Proficiency in analyzing quantitative and qualitative data to inform program development, compile reports, and communicate findings effectively to stakeholders.
- Deep understanding of and commitment to racial equity, social determinants of health, and trauma-informed care, with experience applying Public Health Frameworks to Maternal Child Health programs and policies.

Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in social work, social casework, health care administration, public health program administration, hospital administration, or in program administration or program management, and (B) or which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
