MassAbility is seeking an experienced and dedicated individual to fill the role of Employment Services Specialist II functioning as a Career and Business Development / Job Placement. The selected candidate will market and promote the services of the MassAbility to employers and other interested parties in the office's district, as well as develop and implement various promotional programs.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Gather and disseminate labor market information, and provides technical assistance concerning recruitment of the MassAbility Consumers.
- Solicit employer participation and obtain employment opportunity listings (Job Orders) that meet established guidelines and standards with regard to content in order to adequately serve the MassAbility job seeking customers.
- Devise and implement strategies for the development of sector and employer-based training opportunities for persons with disabilities as well as identifying specific industries and employers to target and market employer-based training initiative.
- Establish and maintain effective working relationships with area employers by making personal visits to determine employer needs, communicate MassAbility services, and incentives available to employers who train and employ individuals with disabilities.
- Develop and maintain employer relationships, as well as act as a problem-solving liaison for employers with unfilled employment opportunities by suggesting solutions such as restructuring job requirements, and training programs that result in replicable and sustainable employment opportunities for persons with disabilities.
- Ensure that the MassAbility staff is aware of the employers' needs and job order specifications to facilitate the prompt and effective servicing of job orders that match the needs of MassAbility consumers/job seekers.
- Assist with planning, organizing, and conducting job fairs, special events, and recruitments to provide large scale labor exchange opportunities for both employers and MassAbility job seekers.
- Establish and maintain a data bank of information on local area employers through on-site visits to facilitate the placement of MassAbility Consumers and the filling of employer needs, record and update information on appropriate MassAbility forms and input data as necessary via computer to maintain various MassAbility computerized information systems.
- Establish and maintain effective working relationships with peers, supervisors, and MassAbility partners including actively interfacing with the MassAbility Career and Business Development / Job placement and Vocational and Career Counselors to convey information regarding employer training and employment requirements to ensure appropriate referral, screening, and selection of MassAbility Consumers for training and employment opportunities.
Required Qualifications:
- Two years of job placement services experience for individuals with disabilities.
- Understanding and knowledge of a wide variety of occupations common to the area labor market.
- Knowledge of the principles, practices, & techniques of marketing & sales as well as interviewing techniques within human services.
- Capability to market and promote MassAbility services and job seekers/consumers.
- Solid written and oral communication skills and proficiency establishing and maintaining effective working relationships with a variety of diverse consumers, families, staff, and organizations.
- Ability to establish rapport and working relationships with individuals from a wide variety of different cultural, ethnic, and economic backgrounds.
- Experience in stimulating interest in services, programs, and consumers such as MassAbility programs, services, and consumers.
- Ability to understand, explain and implement policies and procedures, standards, guidelines, laws, and regulations that govern MassAbility activities.
Preferred Qualifications:
- General knowledge and understanding of the disability community in Massachusetts and on the Federal level.
- Experience and knowledge of the Americans with Disability Act (ADA), and other pertinent disability/civil rights legislation.
- Critical thinking to identify problems and develop paths for systemic correction.
- Experience working in and contributing to have a team culture that values inclusivity, performance, transparency, and authenticity.
- Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement and relationships across differences.
- Responsible for learning and staying up to date on MassAbility diversity, equity, inclusion and racial equity skills, results, and expectations specific to Vocational Rehabilitation programs.
- Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams).

Qualifications

Minimum Entrance Requirements:
Applicants must have (A) a Bachelor's degree in marketing, business management, business administration, public relations, vocational rehabilitation, counseling, psychology, public administration, human resources or related field and (B) at least two (2) years of full-time or equivalent part-time professional experience in: business management, business administration, public relations, marketing, personnel interviewing, recruitment or job placement; employment, vocational counseling, psychology, sociology, education or rehabilitation counseling or guidance; job analysis or position classification work, of which (C) at least one (1) year must have been working with individuals with disabilities, or (D)any equivalent combination of the required experience and the substitutions below.
Note:
Extensive travel is required; incumbents who elect to use a motor vehicle for travel must possess a current and valid motor vehicle driver's license at a class level specific to assignment.
Substitutions:
I. A Master's degree or higher in marketing, business management, business administration, vocational rehabilitation, public relations or public administration, counseling, psychology, human resources or related field may be substituted for one (1) year of the required (B) experience.
