DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce.

Position Summary

The Building Decarbonization Manager (BDM), a highly visible position within the Office of Facilities Management and Decarbonization (OFMD), supports the Deputy Commissioner and agency in advancing Administration climate priorities. This work includes all aspects of building decarbonization, climate action, resilience, and the Zero Carbon Initiative (ZCI). ZCI is a broad reaching initiative to advance decarbonization efforts across the DCAMM portfolio by meeting aggressive emissions reductions goals established by Executive Order 594, and related climate change legislation. The BDM works with the Deputy Commissioner, OFMD directors, and across DCAMM business units to enhance existing and design new programs to address climate action at DCAMM. This includes the development of strategic plans, practices, procedures, and structures to implement climate action, including energy and water efficiency improvements, carbon (both operational and embodied) reduction strategies, and resilience improvements in the approximate 61 million square feet of capital assets overseen by DCAMM. Incumbent is responsible for oversight, review, and guidance on the implementation of high priority comprehensive programs to implement climate action and emissions reductions for the Commonwealth's assets. The BDM serves as an agency expert, advising other agencies on decarbonization strategies and assisting DCAMM business units with programs emanating from executive orders, legislation or policy.

Duties and Responsibilities

  • Support OFMD and DCAMM in the implementation of ZCI and objectives to advance climate action and building decarbonization in agency work. Lead ongoing efforts to organize and operationalize for climate change vision and goals, and Executive Order compliance.
  • Act as a resource, supporting project teams related to climate action, relevant executive order compliance, and ZCI implications of major building construction/renovation, real estate, and leasing projects.
  • Chair DCAMM's Climate Action Steering Committee to guide and update ZCI vision, goals, and objectives.
  • Coordinate with Directors of Energy and Facility Resources on development of appropriate programs, practices, and tools to advance Executive Orders 569, 594, and ZCI.
  • Provide perspective to solutions for large, complex climate related challenges emphasizing practical, implementable, and impactful actions.
  • Implement programs to meet strategic Administration priorities as articulated through Executive Orders and other policy statements or programs. Prepare reports and presentations for delivery to Administration officials, industry professionals, and the public. Track relevant metrics and create case studies to highlight DCAMM and ZCI's progress.
  • Develop, support, or implement education and communication plans to support changes needed at all levels of the organization to advance climate action goals.
  • Participate in climate related councils and working groups.
  • Manage other projects and programs as assigned.

Preferred Qualifications

  • Ten (10) years of experience in sustainability and climate action including project plan development, project management and implementation, renewables development, and energy efficiency.
  • Background in engineering, planning, architecture, energy/environmental policy, physical sciences, or equivalent field.
  • Extensive knowledge of energy conservation policies and technologies.
  • Familiarity with sustainable building strategies, life cycle cost analysis, and utility sponsored energy efficiency programs.
  • Ability to review comprehensive RFPs and manage consultants.
  • Knowledge of the means and methods of managing building projects and energy projects for state agencies, including Chapter 25A.
  • Adept and efficient communicator able to draft concise written policy on tight deadlines.
  • Proven Leadership with the ability to motivate and collaborate with a diverse group of stakeholders.
  • Strong problem-solving, analytical, strategic planning, and writing skills.
  • LEED, BOC, CEM, AICP, or AIA certification

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
