The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. The Tax Administration Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing noncompliant taxpayers. The Tax Administration Division audits the tax returns of businesses and individuals filed for all tax types, including income, corporate, sales/use, meals, rooms occupancy and special fuels.

Major Duties and Responsibilities:
• In consultation with the Senior Deputy Commissioner of Tax Administration identify, develop, and communicate strategic initiatives to support operationalization management
- Ensure Tax Administration is operating as intended daily and that shared goals are being met through engagement and collaboration as well as ensuring operations are controlled i.e., how business processes are carried out, and how an enterprise's tasks align with values and goals
- Work closely with other parties, both within DOR and externally, private and public sector. ensuring a coordinated effort with all stakeholders to administer the tax laws of the Commonwealth in a fair manner which instills public confidence and trust in state government.
- As a member of the Sr. Deputy Commissioner's leadership team, plays a major role in developing policies that support current tax laws.
- Direct staff include the 22 Data Analytics employees that drive strategic planning by assisting executive management to make data driven decisions
• Examine technological advancements and their impacts on workflows
• Calculate cost savings and/or containment by streamlining workflows through technological automation or optimization
- Reviews workflows and current business practices to ensure that operations are efficient and in compliance with governing laws and regulations, Review system reports for accuracy and identify data anomalies
- Long-term strategic planning for the organization representing the vision created to guide organizational change and transformation within Tax Administration
• Create and design data sets for use in comparative business data strategy design.
• Recommend modifications to system functionalities with focus on balancing ease-of-use, business needs, available data sets, and core/custom job streams.
• Analyze historical trends in productivity, performance, costs, value forecasts
• Perform return on investment studies, including risk evaluations and mitigation strategies
• Perform gap risk valuations/mitigations based on quality assurance and efficiency, including revenue/cost exposure analyses and recommending new protocols
• Illustrate and communicate change by providing various analyses with clarity, clearly, and achieves buy-in from stakeholders
• Work with divisions outside of Tax, such as Labor Relations and Human Resources, to effectuate change in fair, practical, and responsible ways
- Manage contracts and oversee projects.
- Manage staff, delegates tasks, and monitors group activities
Preferred Qualifications:
• Ability to set goals and strive for excellence or improvement.
• Ability to identify a problem or opportunity and take action to address current or future problems and opportunities.
• Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions. Operational management and change management experience
• Understanding of Massachusetts and federal tax law or ability to understand and complex tax issues, apply them to specific cases and decide best course for the Commonwealth in individual cases
• Ability to identify risks, create mitigation strategies and accept appropriate amount of residual risk
• Ability to review data, identify trends, and rework processes effectively
• Excellent communications skills
• Proven leadership and team development skills
• Ability to work cooperatively with others and be part of a team.
• Strong Commitment to customer service
• Demonstrated experience developing and implementing "best practice" methodologies for application implementations, integration, and ongoing support
• Ability to work with and build consensus among members of multiple disciplines and across organizational boundaries
• Ability to mentor, motivate and provide professional development planning for a diverse and decentralized workforce; proven leadership skills and understanding of team dynamics to inspire full employee participation

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
