The A&F Capital team, led by the Assistant Secretary for Capital, strategically advises the Governor and the Secretary of Administration & Finance on all aspects of the annual development, management, and financing of the Commonwealth of Massachusetts' Capital Investment Plan (CIP). The CIP is a five-year, $29 billion plan that lays the groundwork for critical infrastructure investments designed to address key policy objectives including increasing affordable housing, improving resiliency, investing in decarbonization, driving economic development, and supporting our local towns and cities. Affordability, equity, and competitiveness lie at the center of policy making decisions and the A&F Capital team strives to deliver on these objectives through the development of sound and transparent capital policies and investments, coupled with strong fiscal management of resources. The A&F Capital team centrally impacts all state services, and our work is performed in an exciting, fast-paced, high-pressure environment.

Position Overview: We are seeking a highly motivated and entrepreneurial Assistant Capital Budget Director to join our dynamic team. This position will work with the Assistant Secretary for Capital and the Capital Budget Director in leading development of the annual Capital Investment Plan (CIP) and managing ongoing capital budget exercises. A successful candidate brings experience working with capital budgets along with an eye towards how to improve Massachusetts's processes for the better.
This position plays a key role in collaborating with leadership across state agencies and helping to supervise the work of fiscal policy analysts in support of the CIP. The Assistant Capital Budget Director's work is diverse and spans the full capital budget cycle, from crafting bond authorization legislation that legally enables future capital borrowing and spending, to projecting the affordability of future debt issuance, and from reviewing agency capital spending proposals and developing capital budget recommendations , to managing the implementation and ongoing administration of the current year's capital budget.
Specifically, the Assistant Capital Budget Director ensures adherence to budgeted spending, carefully monitors agency needs and exposures, and contributes to the continual improvement of A&F processes and procedures. The Assistant Capital Budget Director must demonstrate exceptional organizational and communication skills, reliability in meeting deadlines and in quality control, an ability to collaborate with varied stakeholders, and a strong capacity for independent thinking and problem-solving.
Key Responsibilities:
- Coordinate CIP logistics, ensuring efficient processes, accurate and timely materials, and coordination of meetings and briefings
- Oversee quality control, publication logistics, and support communications outreach efforts for the CIP
- Coordinate quarterly cash flow and allotment exercises, resolve mid-year challenges, and manage Federal Funds State Match approvals
- Assist with debt financing, bond transaction coordination and compliance, and the implementation of newly approved capital programming from recently enacted bond bill legislation
- Perform analysis on a wide range of policy areas to inform capital investment decision making, often under tight deadline
- Support the development of bond authorization bills and other capital related legislation
- Handle meeting logistics and approvals for the Debt Affordability Committee and State Finance and Governance Board, as well as various approval processes related to public debt financing
- Collaborate with the Capital Budget Director to improve capital exercises, guidance, and analyst training
Preferred Qualifications:
- Experience in government administration, public policy, project management, budget processes, or a related area
- Aptitude for creative thinking about cost-effective ways of providing services
- Strong analytical and process-oriented mindset, with the ability to design and manage complex budgeting exercises
- Excellent organizational and time-management abilities, with a proven track record of managing multiple competing priorities in a fast-paced environment
- Adept at working independently and delivering projects carrying a high degree of consequence with minimal oversight
- Exceptional communication and interpersonal skills, with the ability to build relationships and work collaboratively with diverse stakeholders
- Demonstrated leadership in team-building skills, with a commitment to fostering an inclusive and productive work culture
- Proficiency in Microsoft Office Suite, particularly Excel, and familiarity with Commonwealth systems such as MMARS and MassCAP preferred
- Willingness to work some evenings and weekends during peak work cycles, as needed
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
