Job Description

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission ("POST"), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC's training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth.

MPTC funding comes primarily from three primary sources: an annual appropriation ($20,910,758) in FY2025), revenue from the Municipal Police Training Fund (up to $5,000,000.00 annually), and revenue collected from police departments for recruits who are enrolled in MPTC operated academies. These funds support a full-time staff of up to 57 employees and a large part-time contingent of contract employees who serve as instructors and program coordinators.

The MPTC is seeking a fiscally experienced individual to fill the role of Accountant III who will report to the MPTC Fiscal Manager. In this role, the Accountant III will be responsible for managing the accounts payable side of Massachusetts Management Accounting Reporting System (MMARS), as well as ensuring the Fiscal Department complies with Federal, State and COMMBUYS policies and procedures while processing payments for the entire agency.

Duties and Responsibilities:
  1. Process encumbrances and invoices for payment in MMARS, ensuring conformance with the Office of the State Comptroller, departmental policies, and procedures, and internal controls. Process vendor codes creation (VCC) or vendor code modifications (VCM) and set up electronic funds transfer (EFT) for vendors.
  2. Responsible for posting RFRs in COMMBUYS for the purchases of goods and services for vendors not on statewide contract. Maintain a procurement file for all vendors.
  3. Process deposits via the Bank of America CashPro web-based app utilizing the in-office check-scanner. Ensure that deposits are logged-in correctly and that proper cash sheets are prepared accurately for their corresponding account.
  4. Collaborate with suppliers and vendors to resolve discrepancies and help ensure proper application of payments and prompt pay discount utilization.
  5. Collaborate with Fiscal Manager, Budget Director, and Chief Financial Officer to monitor accounting activity and ensure that spending does not exceed budgets and expenditure ceilings. Assist with opening/closing of the fiscal year.
  6. Assist with financial grant reporting in compliance with state and federal regulations.
  7. Assist with inventory of agency goods and communicating to staff on ordering completion and arrival dates. Assist with annual inventory audits, as assigned.
  8. Assist with audit reviews pertaining to the agency, as assigned.
  9. Other fiscal duties, as assigned.

Required Qualifications:
  1. Knowledge of the principles and practices of accounting including terminology.
  2. Demonstrated experience utilizing the methods of general report writing.
  3. Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations.
  4. Skilled in reading and interpreting documents such as financial reports, accounts and ledgers.
  5. Capacity to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.

Preferred Qualifications:
  1. Expert knowledge of and experience with MMARS payment system, COMMBUYS, and other state applications, i.e. Commonwealth Information Warehouse (CIW).
  2. Proficient usage of Microsoft Word, Excel, Outlook, and Teams.
  3. Knowledge of state budgetary process and state government.
  4. Ability to analyze data to draw conclusions and make appropriate recommendations.
  5. Ability to communicate effectively both orally and in writing.
  6. Possess strong organization skills and the ability to multitask.
  7. Experience working in a team culture that values inclusivity, performance, transparency, and authenticity.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
