Job Description

The Massachusetts Rehabilitation Commission (MRC) is seeking a fiscally experienced individual to fill the role of Accountant III. Reporting to the Accountant IV and the Director of Accounting the selected candidate will support the Office of Fiscal Management and Budget (OFMB). In this role the Accountant III will be responsible for managing the accounts payable side of Massachusetts Management Accounting Reporting System (MMARS), as well as ensuring the Fiscal Department complies with Federal, State and COMMBUYS policies and procedures while processing payments for the entire agency.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Process consumer related encumbrance and payments.
  • Confer with agency personnel and outside agencies to resolve accounting discrepancies, develop & modify procedures for processes, train staff and/or obtain statistical data and documentation for various reports and documents for analysis and reviews.
  • Comply with State and Federal regulations.
  • Review payment and encumbrances for audit compliance.
  • Provide expertise and technical assistance to agency staff fiscal management matters (previously limited to department staff).
  • Reconcile payments and provide resolution for both internal and external customers.
  • Monitor and reconcile assigned appropriations to assist in federal reporting.
  • Identify and provide policy recommendations to the Director of Accounting and Accounting Manager.
  • Vocational Rehabilitation consumers vendor code set up and maintenance.
  • Process and resolve Vocational Rehabilitation client ID issues with EHS IT.
  • Continually strive to improve current practices to streamline processes to be more efficient and enhance the use of technology to support business analytics.

Required Qualifications:

  • Knowledge of the principles and practices of accounting including terminology.
  • Demonstrated experience utilizing the methods of general report writing.
  • Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations.
  • Skilled in reading and interpreting documents such as financial reports, accounts and ledgers.
  • Capacity to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.

Preferred Qualifications:

  • Knowledge and understanding of accounting principles and practices, financial statements, and procedures.
  • Demonstrated ability to read and interpret financial reports, accounts, and ledgers; proficiency in calculating, balancing, and compiling figures.
  • Ability to work under pressure and manage projects with a high degree of accuracy.
  • Capacity to maintain accurate records and exercise discretion in handling confidential information.
  • Responsible for learning and staying up to date on MRC's diversity, equity, inclusion and racial equity skills, results, and expectations specific to Vocational Rehabilitation programs.
  • Experience working in a team culture that values inclusivity, performance, transparency, and authenticity.
  • Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement across differences.

  • Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams).
  • Solid written and oral communication skills and proficiency establishing and maintaining effective working relationships with a variety of diverse consumers, families, staff, and organizations.

Qualifications

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An associate degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
