Job Summary:

The focus of this position is site evaluation for, and successful permitting of, new development assets (including thermal, solar, wind electric generation, battery storage, carbon sequestration, and hydrogen production).

Other tasks will include assisting various internal Tenaska departments to help ensure environmental compliance of operating energy assets, participating in due diligence on acquisition efforts, and maintaining environmental knowledge required to offer strategic direction and policy advocacy.

The role will interact with plant and corporate operations, asset management, public relations, regulatory agencies, engineering, legal, and acquisition/development personnel.

Job title will be commensurate with the candidate's experience. Some domestic travel to project sites, conferences, and counterparty offices will be required.

Essential Job Functions:

  • Perform environmental reviews of, and critical issues analyses for, site development activities related to energy infrastructure project development;
  • Maintain schedules of required compliance and permitting activities for new development and existing operations;
  • Communicate and build trusting relationships with regulatory agencies, with a particular emphasis on balancing Tenaska advocacy with regulatory requirements and agency resources;
  • Track legislative and regulatory initiatives (including USEPA, USFWS, USACE, various state programs) and periodically summarize for others' consumption;
  • Evaluate, contract, and manage external environmental consultants as needed, including development of RFPs and scopes of work, establishment of Master Service Agreements and task orders, and review of invoices;
  • Participate in various industry groups and coalitions to represent Tenaska's interests;
  • As required, perform in the role of project manager for project development including duties such as preparation of schedules, tracking land acquisition, support of commercial proposals, and coordinating the activities of the multi-disciplinary business / technical team;
  • Participate in plant environmental audit and transaction due diligence processes;
  • Assist in preparation of permit applications, renewals, and revisions, including NPDES, Title V, and wildlife take, for both new projects and operating facilities; includes determining pre-application sampling requirements, preparing applications, managing public notice requirements, and working directly with agencies on comments and draft permits;
  • Calculate air emissions using various methodologies (capability considered a plus);
  • Review, approve, and submit Continuous Emission Monitoring System ("CEMS") quality assurance, monitoring plan, and emissions data (capability considered a plus);
  • Recognize, anticipate, analyze, and resolve environmental compliance issues;
  • Manage compliance-filing document control from plant submittal, corporate review, agency submittal, and archival;
  • Manage the review, approval, and submittal of environmental compliance reports, including those for air emissions, Title V, Tier II, TRI, water/wastewater, emission allowances, regulated waste, etc.;
  • Complete administrative filings and maintain environmental report databases for operating entities;
  • Review and submit test report documentation, including notifications, protocols and final reports;
  • Review and revise plant environmental manuals with input from other subject matter experts;
  • Respond to internal inquiries regarding environmental matters;
  • Identify, alert, and interact with appropriate multi-discipline technical staff; and
  • Build strong relationships across departments that are essential to achieving desired outcomes.

Education/Experience/Skill

Basic Requirements

  • Bachelor's degree in science, environmental policy, or engineering
  • 5-10 years of experience in environmental permitting, compliance, site development, and regulatory analysis
  • Adaptability to the use of evolving software tools and of agency online reporting systems
  • Familiarity with use and capabilities of GIS platforms
  • Familiarity with structure of, and aptitude for, researching environmental statutes and regulations
  • Excellent MS Word, MS Excel, MS PowerPoint;
  • Effective communication and interpersonal skills;
  • Strong analytical capability and detail-orientation;
  • Proactive approach toward seeking out and solving challenging problems;
  • Strong work ethic, organized, disciplined, and highly adaptable;

Preferred Requirements:

  • Master's degree in science, environmental policy, or engineering and/or Law degree
  • 10+ years of experience in site development environmental review and analysis, permitting, compliance, and regulatory analysis specifically for fossil and renewable power generation and storage facilities
  • Prior experience compiling applications for, and obtaining, key federal permits (particularly: Clear Air Act PSD, Clear Water Act Section 10/404 wetlands permits, EPA Class VI injection permits) and supporting any associated NEPA processes.

Physical Demands:

Ability to use standard office equipment such as PC, telephone, calculator, printer, copy and fax machines. Position may require extended work hours on short notice. All work will be performed in an indoor office environment and may require extended periods of sitting, standing and bending and typing/data entry. The job may also include driving, and airline travel. Travel may be required to attend meetings in other office buildings including local and domestic.
