What Your Job Will Be Like:
We are seeking an Environment, Safety & Health - Security Compliance and Assurance Analyst to support Sandia's Safety and Security Regulatory Support Program's mission of enabling laboratory performance through continuously improving operations in accordance with safety and security regulatory requirements. As the Sandia organization commissioned to manage the interface between Sandia and the DOE Office of Enforcement, this position is key to establishing confidence with Sandia's regulatory oversight entities, that Sandia operations are executed safely and efficiently.
This technical position will provide you the opportunity to improve safety performance across the corporation through the execution of technical analysis and issues management processes and will require interactions with a large and diverse customer set.
On any given day, you may be called on to:
- Review off-normal events for potential nonconformances with corporate safety or quality requirements
- Participate in teams to help identify latent organizational weaknesses and opportunities for improvement across all of Sandia
- Perform technical analysis, utilizing technical reporting and assessment data, to identify adverse trends
- Communicate issues to all levels of management and oversight, including the Laboratories Director, Associate Laboratories Directors, NNSA/SFO, and DOE Office of Enforcement
- Support oversight and enforcement activities
- Use a system-level approach to improve processes and procedures internal to the department
- Develop processes to assist management with identifying potential safety issues proactively
- Lead change by using technical judgement to establish methodologies and approaches to improve or mitigate problems of significant and unusual complexity
- Use customer service skills, employ a consultative approach when providing guidance, and be able to make recommendations based on requirements and circumstances
The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.
Salary Range:
$81,900 - $185,700
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
- Bachelor's degree in a relevant Science, Technology, Engineering, or Math (STEM) discipline, plus (5) years of relevant experience supporting an ES&H related discipline
- Ability to obtain and maintain a DOE L-level security clearance
Qualifications We Desire:
- Master's degree in relevant STEM discipline
- Advanced degree/certification in ES&H discipline (e.g., MPH, CIH, CSP)
- Active L or Q clearance
- Knowledge of and experience with DOE safety and health requirements
- Knowledge of and experience with Sandia Worker Safety and Health Plan and Sandia policies and processes
- Experience with executing performance assurance activities, which includes, but is not limited to: assessments, measures/metrics, issues management, occurrence management, and trending analysis
- Experience interfacing (i.e., collaborate, communicate, negotiate) with DOE oversight entities (e.g., SFO, DOE/HQ, NNSA) and NTESS leadership
- Familiarity with the DOE Regulatory Framework for nuclear safety, worker safety and health, and classified information security
- Ability to apply system-level strategic analysis to improve policies and procedures
About Our Team:
As the Laboratories' interface with the Department of Energy's Office of Enforcement (OE), Defense Nuclear Facilities Safety Board (DNFSB), and the DOE Office of Inspector General / US Government Accountability Office, SSRSP (Department 861) strives to:
- Improve worker safety and health, nuclear safety, and information security through the evaluation of realized events, assessments and/or audits, and communication of potential regulatory noncompliance's to NTESS management, the NNSA/SFO, and DOE Office of Enforcement
- Manage the interface with OE, DNFSB, IG/GAO in accordance with requirements
- Ensure events are thoroughly investigated and corrective actions are appropriate, completely implemented, and sustainable to mitigate the risk of issue recurrence.
- Assist with instituting proactive controls to mitigate the risk of an off-normal event
