Technical Program Chief Engineer of Platform Internal Solutions - ACTT (Onsite)

Collins Aerospace, a Raytheon Technologies Company (NYSE: RTX), pioneers innovative communication solutions for government applications. The Air Combat Test & Training (ACTT) Engineering Department specializes in creating advanced products for secure communications, data transmission, networking, and command and control systems. We focus on developing solutions for U.S. military communication, navigation, and network systems, guiding them from initial concept through approval and into full production. Our work involves designing, analyzing, testing, and certifying these products, ensuring they are integrated into the Live, Virtual, and Constructive (LVC) Training Environment. As part of the Mission Systems business unit, we tackle challenges such as developing secure instrumentation for next-generation aircraft, improving LVC training systems, and creating long-term product roadmaps and system architectures.

The ACTT is seeking a Program Chief (Technical Program Manager) to join our team and lead efforts in delivering technical excellence within the growing Air Combat Training market. The role will focus on the internal mounted components of the air combat training system, including system requirements, design, verification, accreditation, and ongoing support. The Program Chief will have direct interaction with customers and end-users, and will coordinate across development teams and other key stakeholders.

This role is located onsite in Cedar Rapids, IA and is eligible for relocation assistance.

What You Will Do:

  • Lead and manage all phases of a subset of portfolio programs, from inception to completion.
  • Oversee a team of project engineers (Technical Program Managers) who handle the administrative and operational aspects of projects, ensuring they align with program guidelines.
  • Serve as a liaison between project management, planning teams, project teams, and line management.
  • Prepare proposals, business plans, work statements, specifications, operating budgets, and financial terms/conditions for contracts.
  • Review and assess the status of projects, budgets, and schedules, challenging project engineers to ensure progress and alignment with goals.
  • Monitor project issues and develop solutions to ensure productivity, quality, and customer satisfaction.
  • Direct the work of team members across technical, manufacturing, and administrative areas of the project.
  • Establish design concepts, criteria, and engineering requirements for product research, development, integration, and testing.
  • Oversee the procurement of necessary development hardware for testing and development purposes.
  • Challenge teams and leaders to meet project schedules and stay within budget.
  • Contribute to the creation and maintenance of the integrated master schedule for the projects.

Qualifications We Prefer:

  • Experience as engineering bid lead on large, complex pursuits
  • Experience supporting Business Development and Program Management in the creation of business cases and product roadmaps
  • Preferred applicants will currently hold a Secret (or above) security clearance, or have held one within the past two years

Qualifications You Must Have:

  • Bachelor's degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 10 years of prior relevant experience OR Advanced Degree in a related field and minimum 7 years experience OR In absence of a degree, 14 years of relevant experience is required
  • Must be a U.S. Citizen
  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
  • High level of proficiency as a project engineer on moderate sized programs and bid lead on moderate sized pursuits

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
