Raytheon is seeking a highly motivated candidate to serve as a Deputy Proposal Manager within the Stinger Program Office who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment.

You will be responsible for supporting the development of the comprehensive proposal strategy for Stinger and lead or support the development, analysis and review of proposals supporting the Stinger portfolio to meet or exceed metrics and performance benchmarks to maximize the effective use of investment dollars.
What You Will Do
- In the absence of the proposal program manager, is responsible for maintaining proposal cadence, including updating proposal status, developing proposal strategy, ensuring inputs are timely, analyzing pricing and creating and presenting Submit Gates
- Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), Estimating and Pricing, and administrative functions
- Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures
- Support TINA compliance awareness training of Stinger stakeholders, develop compliant proposals, and actively support customer negotiations across the Stinger portfolio
- Maintain key metrics which will act as critical process indicators for the programs and organization to track designated proposal indicators
- Ensure on-time delivery of proposal efforts; this includes providing turn around metrics to the programs supported, identifying improvement opportunities, and taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution
- Support the negotiation and implementation of large, complex contracts that potentially include offset agreements and adjacent business opportunities
- Work with program and functional leadership to prepare effective Strategy and Submit Gate packages and gain approval for on time submission of ROMs, NTE firm pricing, and TINA compliant proposals for Stinger program
- Expected to support domestic and travel as needed
Qualifications You Must Have
- Typically requires a Bachelor's degree and 8 years of relevant experience OR an Advanced degree and minimum 5 years of experience is required
- Strong Microsoft Excel skills
- Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support) and/or administrative functions
- Experience balancing prioritization, cost, and schedule constraints within a proposal effort
- The ability to obtain and maintain a U.S. security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
- Experience in both US and FMS and Proposal Leadership (e.g., TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.)
- Experience developing and reviewing cost proposals
- Be a self-starter with an entrepreneurial mindset, able to balance multiple priorities and manage multicultural dynamics.
- Prior experience supporting development of proposals for production, and/or sustainment programs, preferably in the aerospace and defense industry

This position is an onsite role located in Tucson, AZ
The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
