Our On-site Sr. Manager, Program Quality Engineer (PQE) in Electro-Optical & infrared Solutions (EOIRS), will support U.S. and foreign programs within the portfolio at our McKinney, TX location.

This is an on-site position.
The successful candidate will lead our program proactive quality risk mitigation best practices in partnership with Program Leadership, Engineering, Global Supply Chain, Operations and the Quality team. In this role they will primarily support proactive engagement across our factories and suppliers that support of assigned program(s), implement quality processes to reduce overall product lifecycle cost and risk, improve customer deliverable products/critical processes/systems, and manage customer relationships.

What You Will Do
- Become the program point of contact for proactive quality risk mitigation, interfacing across programs, key suppliers and customers supporting technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.
- Develop partnerships with senior leaders, IPTs, customers, and support functions of the program team to define steps necessary to implement proactive quality strategies that shape Raytheon's ability to become the provider of choice.
- Responsible for improving processes or systems using significant conceptualizing, reasoning, and interpretation skills. Problems and issues faced are numerous and undefined, and information is typically difficult to obtain.
- Generation of new Cost of Quality (CoQ), CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs on the program.
- Monitor / lead root cause corrective action (RCCA) and FRACAS activities for systemic issues and to ensure extensive RCCA.
- Support issue resolutions and solutions to production.
- Support program efforts in development, transition to production, production, and sustainment.
- Travel up to approximately 10%.
Qualifications You Must Have
- Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
- Working experience with Advanced Product Quality Planning (APQP)/AS9145: utilizing resources such as Production Part Approval Process (PPAP), Key Characteristics, Design Failure Modes, and Effects Analysis (DFMEA), Production Failure Modes and Effects Analysis (PFMEA) and/or Control Plans.
- Experience leading teams in failure analysis, root cause analysis, corrective and preventative action.
- Experience interpreting technical drawings/data packages.
- Active and transferrable final U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start. US citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Experience interpreting technical drawings/data packages.
- Experience with Customer Oriented Results and Excellence (CORE) or another Continuous Improvement Program.
- Passionate, high-energy, self-starting team player who achieves goals and strives for continuous improvement.
- Experience Reviewing Statement of Work (SOW), Supplier Corrective Action Requests (SCAR), Knowledge of Purchase Order Quality Requirements (Q-Notes, STAMP).
- Experience presenting, reviewing and/or approving changes through a formal Change Control Board (CCB).
- Experience in risk mitigation and opportunity management.
- Earned Value Management System (EVMS) Certification.
- Ability to comprehend and translate system requirements as well as contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation.
- Effective interpersonal skills and ability to work well with customers, suppliers, and in a team environment.
- Able to facilitate cross-functional teams in systematic improvement activities (e.g. 6-sigma, lean manufacturing).
- Proficiency with Process Re-invention Integrating Systems for Manufacturing (PRISM) or SAP.
- Knowledge of First Article Inspections per AS9102.
- Possess an in-depth understanding of contract flow and compliance.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
