Raytheon is seeking an experienced Procurement professional to perform duties in support of the Raytheon Computer HW/SW (CHS) Commodity Strategy & Execution team. Responsibilities include but are not limited to the procurement and ownership of medium to complex materials and services (including software) requirements in support of multiple programs across Raytheon at all dollar thresholds. The successful candidate will be the technical lead (non-supervisory) for the procurement team. They will be the primary knowledge resource for their fellow procurement professionals and leadership. Their experience and insight will be used to influence procedural, strategic, and organizational decision making that will impact the entire Raytheon Business Unit.

What You Will Do:
• Place purchase orders in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements focused on Computer Hardware and Software scope.
• Work closely with CHS Strategy to support widespread alignment and to cultivate improvement ideas and opportunities
• Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, etc.) to achieve objectives.
Qualifications You Must Have:
• Typically requires a university degree or equivalent experience and 8 years of relevant experience in a procurement/subcontracts/supply chain role or and advanced degree in a related field and 5 years relevant experience.
• Proficient buying/subcontracting/procurement experience/knowledge sufficient to be considered a Subject Matter Expert (this should include understanding of the unique procurement challenges that are experienced in Federal Procurement)
• Experience with procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), Prime Contract Flow Downs, ITAR and import/export requirements, and the situational applicability.
• This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization
Qualifications We Prefer:
• Experience with negotiating SW licensing to include ownership of IP
• Ability to translate Commodity Strategies into execution level outcomes
• Demonstrated negotiation skills (internal, across the businesses and external with suppliers) and ability to lead formal negotiations and teleconferences (price, schedule, and supplier exceptions to contractual flow down requirements, as well as standard Ability to set & adapt to prioritization of taskings change mid-stream
• Ability to explain processes and procedures to stakeholders across multiple organizations to include setting realistic time for completion expectations
• High proficiency Experience in using of Microsoft Products, SAP, on-line PO documentation tools, Supplier management tools, and knowledge of the Supply Chain processes.
• Proficiency to perform and comprehend price and cost analysis, source selection/justification, analysis of supplier quotation.
• Ability to interact with all levels of management, suppliers, and other external personnel on significant matters often requiring coordination between functional organizations.
• Strong analytical, problem solving skills, and ability to think strategically.
• Demonstrated ability to quickly assimilate new formation, processes and tools, and adapt to change.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
