Job Summary
The purpose of this position is responsibility for construction project delivery services within an assigned program/project to achieve BU construction project goals and requirements and that achieve RTX's strategic business objectives. Key project delivery focus areas include construction program development and project/program oversight, 3rd party construction project team management, reporting, project manager engagements, ensure successful delivery of project in accordance with agreed project governance controls.
Essential Duties and Responsibilities
In this role you will Interact regularly with BU client(s), Internal Stakeholders and Leadership Teams to ensure that construction project/program goals and objectives are established and achieved. Work with Project Managers to develop and implements action plans to correct variances. You'll anticipate and respond to the client's needs and concerns, manage and lead project management resources in the market and ensure a thorough understanding and implementation of operations, policies, and procedures. You'll formally engage and supervise internal and external variable project management resources.
Brief Department Description
RTX Project Delivery is part of the RTX Enterprise Real Estate Services organization. The Project Delivery Center of Excellence (COE) provides centralized project delivery services for capital construction projects across the organization. We utilize centralized process playbooks and platform tools to minimize project risk and delivery consistent results across all business unit and regional portfolios. We leverage project financial data to drive project analytics for benchmarking, gearing ratios and leveraged purchasing opportunities to drive value and saving into our projects.
Job Description
The purpose of this position is responsibility for project delivery services within an assigned program to achieve BU construction project goals and requirements and that achieve RTX's strategic business objectives. Key project delivery focus areas include program development and project oversight, reporting, project manager engagements, successful delivery of project in accordance with agreed project governance controls.
Essential Duties and Responsibilities
In this role you will:
- Assumes a lead role in the development and execution of strategy for a team.
- Contributes to the development of the business unit's overall strategy.
- Represents Business unit in local, regional, and national industry/public forums and with clients as a senior representative of the Firm.
- Demonstrates high energy for the business, ability to energize others, and the willingness to take risks and make tough decisions.
- Oversee project implementation and execution through completion of construction and occupancy.
- Financial management of entire project: establish & manage project budgets (including hard and soft costs), maintain monthly forecasts and cash flow analysis, prepare anticipated cost reports and any other reports as required by the client.
- Provide construction cost/benefit analysis as required.
- Projects may also be ground-up. Responsibilities may include but is not limited to: pre-construction duties (e.g. programming, design, entitlements, bidding, permitting, consultant selection, design team selection, schedule creation, contractor selection, and vendor selection), ground-breaking, and all management of all of the aforementioned.
- May oversee several projects within an assigned team.
- Design and execute marketing and development initiatives to best deliver results to existing and potential clients.
- Oversee capital improvement/asset preservation programs with design and construction processes at multiple sites through local resources.
- Negotiate contracts with each selected team member/vendor.
- Extensive interface with architects, client staff, property managers and vendors.
- Maintain client relationships and manage conflict resolution.
- Provide appropriate level of on-site supervision to ensure project performance criteria are being met.
- Performance management of direct/indirect employees, contracted vendors, consultants, etc.
- Identify and address areas of concern regarding potential liabilities and risk (fee, our reputation, errors, and omissions, etc.) to Manager.
- Demonstrate proficiency in the use and application of all PDS technology as required for assigned projects.
- Manage vendor and project team performance to ensure compliance with contractual requirements, all regulating entities and client expectations.
- Conveys acceptable practices and policies to team.
- Makes independent judgments related to operating procedures impacting assigned projects.
- Demonstrates highly visible commitment to creating a "one-firm firm" by utilizing cross-discipline teams to meet client needs.
- Contributes where needed and/or requested by Manager in the refinement of best practices of standards of excellence for the business unit.
- Trains and develops project team members in the skills and understanding of firm procedures, methodology and practices expected for a successful project implementation.
- Ensures that Manager is fully and accurately informed of all projects, internal and client issues affecting the perception of the local, national, and global reputation of the firm.
- Leads team in identifying and sourcing opportunities to meet future business development targets.
- Assists in sourcing new business for other business units within the firm.
- Able to market all available products and service offerings.
- Contributes to the development of new product and service delivery ideas for the business unit and the firm.
- Responsible for leading the sourcing, pitching, and securing of new business and projects within local markets.
- Lead relationship manager for a single strategic alliance client or serves as a key resource to multiple client teams.
- Assists client in developing real estate strategy linked to client business objectives.
- Directly responsible for attracting, retaining, developing, and managing a team of people (e.g. 4 or more) who are involved with a specific set of clients, functions, business unit or projects.
Required Skills
- This role typically requires a Bachelors' degree in: Engineering, Architecture or related field and a minimum of 12 years of related progressive experience or an advanced degree and 10 years of experience
- At least 10 years of experience in corporate construction management to include managing multiple projects from $500 K to $3 M projects and 3rd party project teams for real estate construction projects.
- At least 10 years prior experience actively managing and directing 3rd party construction project delivery services.
- At least 10 years experience and in-depth knowledge of project financial terms and principles with the ability to analyze complex business/financial data and develop innovative solutions.
- At least 10 years experience executing all phases of construction project management including programming and project development, capital funding requests, procurement/contracting, initiation, planning, execution, monitoring, controlling and closeout phases of the project
- At least 10 years experience identifying complex project risks, leading constructability reviews, developing risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks for client and company
Work Authorization Status:
- The ability to obtain and maintain a U.S. government issued security clearance is required.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
- Ability to respond effectively to the most sensitive issues and make effective and persuasive presentations to employees, clients, top management and/or public groups.
- Requires excellent analytical and quantitative skills with proven experience in developing strategic solutions.
- Strong technical aptitude and experience with MS Office suite especially MS 360, MS Project, and Excel, PowerPoint, and Word
- Knowledge of Enterprise level software systems such as PeopleSoft, and Work-Day
- Ability to respond effectively to the sensitive issues.
- Ability to solve advanced problems and deal with a variety of options in complex situations.

Location: Hybrid based near an RTX hub ( Des Moines IA, Dallas Tx, Tucson AZ, Hartford CT. Boston/Andover MA or Remote based in the continental United States.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
