The Sr. Network Compliance Analyst is responsible for ensuring that Network Infrastructure policies and procedures are developed, documented, and implemented to ensure compliance with the PJM's security policies and the NERC Critical Infrastructure Protection (CIP) Standards. The Sr. Network Compliance Analyst is the primary subject matter expert for all NERC CIP requirements applicable to the department and ensures that other department members understand what is required to maintain ongoing compliance. The Sr. Network Compliance Analyst is responsible for working with the CIP Compliance department and providing leadership for any changes to the NERC CIP standards related to or affecting networking technologies. The Sr. Network Compliance Analyst also supports the Network Infrastructure department to help ensure the consistent and effective operation and security of the networking technologies associated with PJM's electronic security perimeter. This includes the technical knowledge and competencies required to provide guidance on design, implementation and management of PJM of these technologies in a secure and reliable fashion. The Sr. Network Compliance Analyst is also part of networks team and shares in the on-call rotation to monitor and manage the broader network infrastructure.

Essential Functions:

  • Prepares Network Infrastructure and Network Infrastructure team to be compliant with NERC CIP standards including developing and implementing NERC CIP cyber security controls, training curriculum, and deskside procedures/policy.
  • Produces evidence of activities in conformance with cyber security controls in CIP-005 and other applicable NERC CIP standards.
  • Manages documentation demonstrating evidence of compliance with NERC CIP standards including evaluation of emerging changes to NERC CIP standards and adaptation or development of controls and processes to ensure compliance.
  • Leads representation of Network Infrastructure team in NERC CIP audit activity.
  • Lead network management process development and implementation for Network Infrastructure department collaborating with external teams such as CIP Compliance and ITS teams to ensure compliance
  • Assist in the design, distribution, installation, testing, maintenance and operation of network infrastructure, routers, LAN hub and switching, firewalls, switches, DNS Infrastructure. Recommend placement, configuration, and process changes of any components to ensure compliance.
  • Design, distribute, install, test, maintain, and operate Network Management Tools used on critical systems and the PJM internal networks.
  • Implement and administer network security to determine compliance with NERC CIP and PJM security practices. Evaluate IT network assets and identify how to protect them.
  • Lead in research and design of network/firewall rule solutions.
  • Design, distribute and install network/ firewall rule solutions.
  • Activate and verify implementation of new solutions through testing and gaining of customer acceptance of solution.
  • Maintain and communicate change information for all network platforms and impacted external teams.
  • Administer PJM's IP address space and Domain Name Registration.
  • Build and develop strong relationships with ITS's business area clients by providing superior customer support as demonstrated by clearly owning, resolving and communicating issues and problems; being responsive to needs, requirements, and deadlines; and generally promoting goodwill in a professional and trust-building manner.
  • Assist in the creation of network level metrics.
  • Operate systems in order to achieve publish service level metrics.

Characteristics & Qualifications:
Required:

  • Bachelor's Degree in Computer Science, Engineering or equivalent work experience
  • At least 5 years of experience using Cisco routing and switching products; Checkpoint products running NGX, & Nokia firewall products; F5 content switching products using v9.x+; Infoblox DNS/DHCP services; and Aruba Networks wireless products
  • Ability to produce high-quality work products with attention to detail
  • Ability to communicate effectively in a team environment
  • Experience in quantitative and qualitative analysis
  • Experience using verbal and written communications skills
  • Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
  • CISCO Certified Network Associate (CCNA) Upon Hire

Preferred:

  • Master's Degree in Business Administration
  • Experience with PJM operations, markets, and planning functions
  • Experience supporting any of PJM Committees
