The Manager, Regulatory/Legislative Affairs will support the Executive Director, Governmental Services, to ensure that there is timely and appropriate proactive and reactive communication with state and congressional officials on key issues associated with PJM operations, the design and functioning of the PJM markets, and the performance of regional transmission planning. This position will provide PJM with critical timely information to factor into decision making regarding changes to policies governing PJM operations, markets, regional planning and other matters affecting PJM's relationship with state governments and Congress.
This position is charged with ensuring that PJM maintains a productive relationship with the state governments and Congress to advance PJM's mission, increase knowledge of the regional power grid, and build durable relationships between PJM and state/federal governments. The individual will represent PJM at formal and informal hearings and meetings with state/federal policymakers.

The individual will stay abreast of state/federal energy policy initiatives and will work in a team environment with PJM regulatory liaisons and subject matter experts to manage strategic engagement efforts with state and federal energy policymakers. A successful candidate will have a strong technical understanding of PJM's core business functions (i.e., planning, markets and operations) and be able to converse with policymakers to find solutions for state/federal energy policy objectives. This includes collaborating with PJM's regulatory liaisons and others to develop strategic outreach options that can be used to address public policy issues, and to develop materials to support these efforts.
The individual will be expected to interact both internally and externally, and be able to analyze PJM technical positions and state/federal policies. The individual will also be expected to demonstrate strong writing and analytical skills, to produce documents, including official testimony, presentations, and external communications and to perform data analysis, as needed.
Essential Functions:

  • Assist and as appropriate, take the lead, with the preparation of documents in federal and state regulatory proceedings involving PJM or PJM's role, in consultation with the Executive Director, Governmental Services.
  • Remain informed about PJM initiatives that will impact the states and work with others to proactively develop materials that will provide a state perspective (to include potential impacts, solutions, and other information).
  • Proactively assist in providing advice on matters concerning operations, transmission planning, wholesale markets, and matters that affect the transmission and sale of energy and ancillary services.
  • Work with State Regulatory Managers to identify issues of interest to states and coordinate with technical personnel on resolving or mitigating issues of interest to states' regulators, legislators and administrations.
  • Work with PJM leaders and technical professionals to develop solutions, to ensure various perspectives are factored into stakeholder discussions and PJM internal decisions on positions in the stakeholder process.
  • Monitor state regulatory and policy developments and provide recommendations for PJM as to ways it may be of assistance to the states in advancing state policy objectives while maintaining reliability.
  • Monitor U.S. congressional legislation and activity and provide recommendations for PJM to advance reliability-driven policy goals and objectives.
  • Remain abreast of key matters under consideration in the PJM stakeholder process or otherwise driven by state or federal policy developments to engage in educational dialog with key stakeholders to advance PJM's business objectives.
Coordinate with PJM technical personnel on issues of interest to states' regulators, legislators and administrations.

  • Represent PJM before state agencies, Congress, and other governmental bodies, including the preparation of written and oral testimony.
  • Represent PJM at speaking engagements so that PJM views can be presented at conferences and meetings.
  • Remain abreast of PJM Committee activity and attend critical PJM stakeholder meetings and report on developments.
  • Demonstrate ability to work independently and to guide or assist others to address complex issues, and in pursuit of corporate goals.

Characteristics and Qualifications:
Required:

  • Bachelor's degree in Economics, Political Science, Business Administration or equivalent work experience
  • 10+ years of leadership experience in a managerial/supervisory role.
  • At least 5 years of experience maintaining productive relationships with state governments and Congress to advance knowledge of the regional power grid.

Preferred

  • MBA degree, JD, or MA in Economics
  • At least 8 years of work experience
  • Experience with PJM Agreements and Tariffs
  • Experience with PJM operations, markets, and planning functions
  • Experience supporting any of PJM Committees
