NG Space Systems is looking for a Manager, Program Level 2 to serve as the Deputy Program Manager to the TITAN Pre-Prototype Program supporting the Integrated National Systems Business Unit in the fast-growing Payloads and Ground Systems Division. The selected candidate will report to the Program Manager and be a key member of the leadership team for TITAN pre-prototype and any follow-on efforts. The selected individual will help lead a matrixed-functional team of Product Leads aligned to common program performance goals and focused on cost, schedule, and quality delivery, as well as leadership in support of forward deployed capabilities and Field Support Representatives for deployed TITAN assets. The successful candidate will assist the Program Manager in leading current and future opportunities and, as such, this position requires a functional understanding of restricted and DoD customer communities, program management skills, strategic planning and growth management and business execution capabilities. The selected individual must be able to interact with and influence executive level management and customers and must communicate effectively in both oral and written presentations.

Responsibilities may include but are not limited to:
- Development of Customer and stakeholder relationships and cultivation of Customer intimacy
- Adherence to all Northrop Grumman internal processes for Program Management
- Identify continuous improvement opportunities across mission product areas
- Manage and monitor the working of the various functional organizations supporting the Program
- Development and adherence to budget baselines
- Development and delivery of presentations to Customers, leadership and program stakeholders
- Proposal development / capture planning and strategy
- Creation, review and finalization of the program Statement of Work
- Establishment of schedule milestones and spend-plan
- Improvement of operational systems, processes and policies in support of the organization's mission including management reporting, information flow, business development process and organizational planning
- Support of the various internal and external program reviews throughout the organization.
- Support of regular interaction with deployed field service representatives to ensure rapid, forward deployed solutions and customer/end user satisfaction
- Work in compliance with company policies and procedures
- Closely coordinates with Quality and Mission Engineering, Security, IT and Facilities to ensure efficient support of the organization
Basic Qualifications:
- Bachelor's degree and 8 years of experience, or Master's degree and 5 years of experience working Government programs in engineering, program management or another related field. An additional 4 years of relevant experience may be considered in lieu of a degree.
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team lead or cost account manager.
- Experience in program/project management with prior experience in software development, integration and test, and/or system deployments supporting U.S. Government contracts and customers and/or project management in other industries
- Demonstrated ability to create trusted and productive relationships with customers (internal/external) and stakeholders
- Demonstrated leadership experience building effective and engaged multi-discipline teams to achieve a common goal
- Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments
- Demonstrated ability to manage communications with stakeholders to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
- Current Top Secret/SCI clearance, with SSBI adjudicated within the past 6 years
Preferred Qualifications:
- Demonstrated experience supporting operational requirements in support of US Army programs or units
- Knowledge of MEX OU business portfolio and experience in organizational effectiveness and operations implementing best practices
- Excels at operating at a fast pace, diverse environment
- Multi-domain experience, especially focused on how space effects enable land or maritime domains
- Understanding of business development and capture strategies
Salary Range: *$145,000 - $217,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
