The Systems Engineering Integration & Test (SEIT) department is seeking a
Systems Engineering Manager 3. The selected candidate will be responsible for a department within the Systems and Software Engineering organization and will report directly to the Microelectronics Design and Application (MD&A) Systems Engineering Director. You will set operating objectives and provide mentorship to Functional Home Room (FHR) Section Managers (SMs) based on Engineering goals, objectives, and company policy. Provide oversight and within the NGMC division MDA OU portfolio; to provide the people, skills, and processes for successful achievement of program goals.
As the Department Manager you will be responsible for managing planning, risk, project performance, schedule, technical quality, and addressing technical or operational problems when necessary. Work with engineers and program staff to develop and maintain talent within the organization. Collaborate with Department Managers and Program Managers to maintain and exceed health and performance for all programs.
This position will serve on-site full-time at our Linthicum, MD location and/or our Annapolis Junction, MD location.
Primary responsibility is to assist the Department Manager in the day-to-day operations of the department; specific tasks include:

Lead and manage functional managers based on engineering goals and objectives
* Support and lead engineering organization efforts aimed towards skill and career development; performance assessment, continuous improvement; and growth
* Manage workload forecasting, hire/develop new engineering talent, department budget and support compensation planning
* Ensure programs are adequately staffed and hiring goals are met
* Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).
* Coordinate between the technical leads, program manager, and customer to ensure the integrity and executability of the program technical baseline.
* Act as primary technical working group lead and interface with external parties; managing contractor giver-receivers, track actions, and manage technical team interactions
* Support writing technical specifications, Statements of Work (SOWs), design reviews (e.g. SRR, SDR, PDR, CDR, TRR TIMs, etc.)
* Serve as the cost account manager for the systems engineering (and potentially multiple other organizations) responsibilities
* Collect, manage, and report the program metrics and Technical Performance Measures (TPMs)
Basic Qualifications:

Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain TS/SCI with polygraph clearance (US Citizenship is a prerequisite).
* Bachelor's degree in STEM related field with 12 years of professional experience, a Master's degree with 10 years of professional experience or a PhD with 7 years of professional experience in Electrical Engineering, Computer Engineering, Computer Science, Applied Physics, Applied Mathematics, or related technical fields.
* Experience leading technical teams.
* Experience in systems development, integration, and test.
* Demonstrated Multi-Disciplinary Engineering exposure (Software, Hardware, Electrical) and strong ability to communicate cross-functionally.
* Demonstrated strong communication skills.
Preferred Qualifications:

Master's Degree with 9 years of experience in STEM (Science, Technology, Engineering or Mathematics), preferably an Engineering degree
* US Citizen with an Active TS/SCI with polygraph security clearance with an investigation date within the last 6 years.
* Proven performance as an Engineering Leader in all phases of acquisition, design, integration, and execution. Candidate will require ability to rapidly assess and lend guidance to projects assigned to the organizational group as well as demonstrated mentoring and guidance to engineers
* Risk and Opportunity Management experience.
* Experience with Earned Value Management (EVMS)
* Working knowledge and/or experience across engineering disciplines
* Experience working across the systems engineering lifecycle
* Experience developing system requirements, verification plans, and reports

Salary Range: $172,500 - $258,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
