Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program integrates the Missile Defense System. It is a vital operational system that enables the U.S. president, secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, to see the battle develop collectively, and to dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that enables an optimized response to threats of all ranges in all phases of flight. C2BMC is the force multiplier that globally and regionally networks integrate, synchronizing autonomous sensor and weapon systems and operations to optimize performance. C2BMC is integral to all system ground and flight tests, which verify and exercise all current and future missile defense system capabilities.
Essential Functions:

X-Lab Infrastructure and Operations Product Owner manages Information technology (IT) resources for the Command & Control, Battle Management, and Communications (C2BMC) Experimentation Laboratory (X-Lab).
The X-Lab Infrastructure and Operations Product Owner reports to the X-Lab Engineering Manager and is responsible for all infrastructure and operations needs for the X-Lab.
The successful candidate will lead an integrated team tasked with developing, maintaining, operating and sustaining the physical, functional, and technical infrastructure and operations resources for the X-Lab.
This includes all hardware and software, network connectivity required to support flight tests and communications tests with other Missile defense System Elements, cybersecurity needs, and mission operations.
Position will provide leadership to mid- and junior-level engineering team members.
Will interface with the Government customer, X-Lab and C2BMC Program leadership, the Product Owners of other X-Lab and Program teams to define and deliver X-Lab capabilities.
Basic Qualifications:

An active Secret clearance is required to start.
12 years' experience with a bachelor's degree in engineering, computer science, mathematics or a related field; 10 years' experience with a master's degree in engineering, computer science, mathematics or a related field.
Increasing responsibilities in Systems Engineering roles with the development, integration and support of large scale software intensive systems
Proven ability to lead a diverse group of hardware, software, network, and cybersecurity engineers and systems administrators in a dynamic environment
Experience in defining, purchasing, installing, upgrading, operating and maintaining the hardware, software, network connectivity and cybersecurity posture for all information technology needs within a dynamic research and development organization.
Ability to work with customers, vendors and leadership to define infrastructure needs, create bills of material (BOMs), prepare proposals and execute awarded contracts
Maintain configuration management over a portfolio of Information Technology resources, maintain oversight of end-of-life/end-of-sale items, perform tech refreshes and ensure continuations of operations
Proven ability to lead a team of operators and sustainers to ensure high availability of operational mission system resources
Requirements solicitation, derivation, and decomposition to lower level subsystems and components
Defining the relationships and interfaces between internal and external components
Communicating system level use cases and associated Capability and Feature relationships to a diverse group of customers, developers, engineers, subject matter experts, and users
Skills generating system/element level functional, performance, and interface specifications to document and control the achievement of the desired capabilities
Ability to communicate effectively and clearly present technical approaches and findings
Demonstrated ability to implement engineering plans within a project
Preferred Qualifications:

Experience with Cyber Security, the Risk Management Framework (RMF) and network design are highly desired
Skills in logical architecture modeling and/or interface definition, as well as knowledge of cyber security concepts and security accreditation are highly desirable
Technical knowledge of the Missile Defense Agency (MDA) Missile Defense System including sensors, shooters, command and control systems, and networks is a plus
Prior integration and test experience within the Command and Control, Battle Management and Communications (C2BMC) program is a plus
* Experience with Agile Methods, and Capability and Feature definition is a plus
Salary Range: $155,400.00 - $233,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
