Northrop Grumman, Mission Systems is looking for a Manger, Programs Level 2 highly skilled Program Manager with expertise in logistics, sustainment, and aircraft platform integration to oversee and manage complex aviation-related programs within the Aircraft Survivability business unit. The ideal candidate will have extensive experience in international logistics management, sustainment strategies, and the integration of aircraft platforms. This role requires a deep understanding of supply chain management, maintenance planning, and lifecycle sustainment, ensuring seamless program execution while meeting customer requirements and regulatory compliance. to support manned platform integration and lifecycle sustainment programs. Directs all phases of programs from inception through completion. This position is based in Rolling Meadows, IL, and although there may be an occasional opportunity, this is not a remote position.

The Program Manager Level 2 is responsible for the overall cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the current customer base.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. The individual will lead a cross-functional organization aligned to common program performance goals.
Basic Qualifications:
Bachelor's degree with 8 years of relative experience. A Master's degree and 6 years of experience will also be considered.
* Demonstrated success aligning teams, organizations or employee resource groups to achieve a common goal.
* Experience in leading aircraft logistics and sustainment programs, ensuring timely execution and cost-effective solutions.
* Proven track record in overseeing aircraft platform integration efforts, coordinating with engineering, maintenance, and supply chain teams to ensure seamless system compatibility.
* Ability to develop and implement sustainment strategies that optimize aircraft availability, reduce downtime, and enhance lifecycle performance.
* Experience in managing international logistics operations, including supply chain coordination, regulatory compliance, and export/import considerations.
* Ability to interface with military and commercial stakeholders, ensuring alignment with operational and contractual requirements.
* Proven track record in monitoring and assessing program risks, developing mitigation plans to ensure successful project execution.
* High level competency in preparing and delivering program briefings, reports, and updates to senior leadership and customers.
* Ability to oversee budget management, contract negotiations, and vendor coordination.
* Proven track record of ensuring compliance with all aviation safety, regulatory, and quality assurance standards.
Preferred Qualifications:
Experience in Supply Chain and Logistics Program Management with detailed knowledge of value stream lifecycle management.
* Prior experience as a Program manager or Deputy Program manager for program efforts exceeding $10M
* Experience in front line or functional management.
* The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
* The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
* Proven expertise in international logistics management, including supply chain operations and compliance with international trade regulations.
* Strong understanding of aircraft maintenance, sustainment strategies, and lifecycle management.
* Experience working with Department of Defense (DoD), Foreign Military Sales (FMS), or commercial aviation programs.
* Familiarity with Integrated Product Support (IPS), Performance-Based Logistics (PBL), and Military Standard (MIL-STD) requirements.
* Strong leadership, communication, and stakeholder management skills.
* Ability to work in a fast-paced, multi-disciplinary environment and manage multiple priorities.
Salary Range: *$149,400 - $224,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
