What You'll get to Do:
As an integral part of our Engineering & Sciences leadership team you will support the diverse portfolio of the AMC Advanced Systems Operating Unit. You will provide both engineering functional leadership and technical project execution leadership while overseeing approximately 40-60 engineers organized into multiple teams; each team is led by a team lead (front line manager). The Team Leads and senior individual contributors will report directly to the selected Electronics Engineering Manager 3 (Section Lead).
The first position is in Emerging Mission Capabilities Engineering (EMCE) supporting the AMC Advanced Systems Execution Organization. Individuals in this section work across several Baltimore, MD based programs primarily in the AMC Advanced Systems Engineering teams.
The second position is in Cross Sector Engineering (CSE) supporting the MLSS & NTS Execution Organization. Individuals in this section work across several Baltimore, MD based programs primarily in the Land and Maritime Sensors Engineering teams.
The Electronics Engineering Manager 3 (Section Lead) will also be expected to perform productive (direct charge) work on programs and/or support homeroom initiatives in addition to functional management duties. It is anticipated that given the size of this section, the split between functional and program duties will be approximately 50/50, on average.
This leader must be able to create a culture of well-being, inclusion and engagement that attracts, retains, and enables a high performing workforce.
Functional Roles & Responsibilities of the Section Lead to provide and support:

Lead section staff based on goals, objectives, and company policies.
* Provide engineering staffing to programs.
* Provide hiring and staffing ribbon support for the Section.
* Ensure adherence to established engineering processes.
* Manage workload forecasting, hire/develop new engineering talent.
* Prepare, manage, and conduct Quarterly Connections.
* Manage department budget and support compensation planning.
* Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).
* Support and lead engineering organization efforts aimed towards skill and career development; continuous improvement; and growth.
Program Roles & Responsibilities of the Section Lead to provide and support:

Manage engineering support to programs.
* Provide Engineering Integrated Product Team (IPT) leadership and perform/support risk development and management.
* Provide Control/Cost Account Management (CAM) support leveraging EVMS and agile project execution methodologies.
* Support writing technical specifications, Statements of Work (SOWs), design reviews (e.g. SRR, SDR, PDR, CDR, TRR TIMs, etc.) and capture/proposal activities.
* Develop and maintain relationships with internal and external customers, homerooms and sectors.
* Ensure staff training on Engineering Tools required to support their programs.
* Support maintenance and ensure application of design processes and guideline appropriate to each role.
* Collaborate with peer managers to ensure consistency across multiple work groups.
* Develop proposal inputs and review proposal content for both internal and external customers.
* Lead or support section initiatives, process improvement, and IRAD support.
This position is contingent upon the successful transfer of an active DoD Secret Clearance and approval of Special Program Access prior to start.
Basic Qualifications:

Bachelor's degree with 8 years of experience, a Masters degree with 6 years of experience, or a PhD with 4 years of experience in Science, Technology, Engineer, or Mathematics or other related technical fields.
* U.S Citizenship is required.
* A current / active DoD Secret Clearance
* Ability to obtain Special Program Access (SAP) prior to start
* 3 years of experience with people leadership
* Experience within the electrical engineering discipline in either the defense or aerospace industries.
* Knowledge of hiring, staffing, engineering metrics, training resources, processes, and tools and willingness to learn NGC HW processes
Preferred Qualifications:

Advanced degrees in Science, Technology, Engineering, Mathematics or other related technical fields.
* Active DoD Top Secret Clearance or higher.
* Experience leading groups of 30+ in a functional, programmatic (development and/or production), or technical capacity.
* 3 years of experience in functional management of an engineering organization.
Salary Range: *$178,500 - $267,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
