The selected candidate is expected to be self-directed and leverage previous experience to effectively lead a department responsible for Launch Systems Integration across programs in the Tactical Space Systems Division. As the Systems Engineering (SE) functional lead for these areas, the prospective candidate should have extensive experience in at least Launch Systems Integration/operations and System Safety, as duties will include leading and performing activities. This position can be located in Dulles, VA, Gilbert, AZ or El Segundo, CA.

The candidate should have ample experience across the full program lifecycle, from concept development through operations. In all three areas, the prospective manager will be expected not only to lead and perform program activities, but also to mentor engineers to help grow our collective expertise to achieve world-class capabilities in the department. If not an expert in one or two of these areas, the senior manager is expected to work with their senior staff to ensure the rest of the team is mentored appropriately.
Functional and personnel management duties are expected to be roughly 50%, with higher levels required during annual reviews and other personnel milestones. Thus, the selected individual will be expected to perform a significant amount of direct program and/or proposal support.
RESPONSIBILITIES:
General/Management responsibilities include:

Lead technical-staff planning, assignments, career development, performance assessments and compensation management activities for the assigned Systems Engineering staff.

Coach, support and motivate a high-performing Systems Engineering team

Lead SE peer reviews as well as support formal program and proposal reviews

Set and promote high standards for quality and safety; foster engagement for technical excellence

Direct and review the work of SE staff, ensuring its completeness, accuracy and adherence to established TSSD Systems Engineering processes and technical procedures.

Identify the SE skills & experience needed for program execution and lead the recruiting, hiring and training of new staff

Support new business development, including review of technical and cost volumes, detailed Basis of Estimates (BOE) using established Work Breakdown Structures and related new business activities

Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases.

Support pre-proposal analysis, proposal development, mission and system analysis, specification and interface development, design review, testing, problem resolution and customer interactions

Support space vehicle design/development to ensure that customer & internal goals for safety, mission success, and performance are met.

Support program Engineering Configuration Change Board (CCB), Corrective Action Board (CAB) and Failure Review Boards (FRB), as required.

Identify technical issues, propose solution options, and follow through to resolve the issues with minimal supervision.

Interface with internal and external customers and associates in engineering, manufacturing, integration and test, safety and mission assurance, and program management.

Prepare weekly status reports and periodic technical reports for senior management to document individual and collective status on program(s) and pursuit(s).

Support EVMS baseline generation, tracking/maintenance and variance analysis (as required).

Perform related management duties as assigned by the Sr. Director of Systems Engineering or Engineering VP
Launch Integration responsibilities include:

Define and verify space vehicle-to-launch vehicle interface requirements and support space-vehicle launch campaign management activities at launch sites.

Manage interface with customer safety and launch integration personnel (NASA GSFC/JPL/ DoD/USSF/Commercial, etc), and support ground operations and launch mission working groups.

Interface with launch vehicle providers, including Antares, Space X (Falcon 9/Starship), United Launch Alliance (Vulcan/Atlas V), Rocket Lab (Electron/Neutron), New Glenn, etc. to ensure each space vehicle is integrated, tested, launched and operated safely and reliably.
* System Safety Engineering (including ground, range, and flight safety) responsibilities include:

Perform fundamental aerospace safety tasking, including generation of fault trees, functional hazard analysis, FMEA/FMECA, software system safety analysis, sneak circuit analysis, bent pin analysis, and system/subsystem hazard analysis.

Interpret system requirements, customer specifications, and military standards to develop appropriate safety requirements for hazard mitigation or elimination.

Identify & analyze hazards, develop & implement appropriate hazard controls, and follow-through to ensure controls are appropriately implemented in training, designs, procurement, manufacturing, assembly, test, storage, and hazardous operations by personnel supporting assigned programs

Generate and update required System Safety documents, including SSPP, RHA, SCA, FTA, BPA, SSHA, SDP, SARs.

Apply environmental, military, federal, national, and industry regulatory safety standards and codes, including MIL-STD-882, NASA Standards (8719.9, 8719.17, 8719.12), AFSPCMAN 91-710, NIOSH, OSHA, NFPA, DOE, CFR, ASTM, ANSI, RCC, AFOSH, & PESHE.

Apply engineering principles to assess design compliance of a complex aerospace system and synthesize rationale and justification for Ground/Range/Flight Safety relief requests and product non-compliances.

Analyze existing Integration and Test processes to demonstrate customer and internal requirements are met for both safety and mission success, whether at the launch site, or at our facilities in Gilbert, AZ and Dulles, VA.

Conduct system-level analyses to architect/design next-generation mission concepts (satellite servicing, space logistics, etc) to maximize mission success without compromising compliance with customer, government and internal flight safety requirements.

This Senior Manager role requires functional personnel management of over 15-30 system engineers and/or related subject-matter experts.
Basic Qualifications:

Bachelor's of Science Degree and 8 years experience, Master's Science Degree with 6 years experience or PhD with 4 years experience

Must have U.S. Citizenship with active or current Top Secret Clearance at time of application with the ability to obtain SCI

Strong electrical power systems and mechanical engineering

Ability to read and interpret Engineering drawings/schematics.

Strong interpersonal skills and an ability to build effective working relationships

Excellent oral and written communication skills, technical writing experience, and an ability to perform oral presentations in front of large groups.

Ability to communicate findings to customers and management.

Analytical thinker with a demonstrated ability of solving complex problems which require ingenuity and innovation.

Knowledge of System Safety engineering principles and the interrelationship with Reliability.

Ability to review presentations, emails, white papers, trade studies, vendor analyses and reports for content and accuracy.

Functional engineering management in aerospace

System engineering requirement/verification tools and processes

System architecture and CONOPS development

Development and maintenance of interface control documents and related processes

Space system/mission analysis and design

Space system testing and evaluation (flight and ground testing)

Personnel development, performance assessments, mentoring and conflict resolution

Mission Operations for launch and spacecraft on-orbit test & verification commissioning

Model-Based Systems Engineering (MSE) tools usage, i.e. Magic Draw, CAMEO, etc.

Usage of Agile/Atlassian tools, i.e. JIRA, Confluence, etc.
Salary Range: *$135,100 - $234,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
