The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid- propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.
Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Discover charming small towns, parks with miles of trails, specialty and antique shops, award winning restaurants, and inns. You can hike, bike, camp, bird watch, ride horseback, or drop a fishing line. Five rivers, Chesapeake Bay and the C&D Canal can be explored by boat or by land. Experience panoramic views from Turkey Point Lighthouse on a bluff overlooking the Bay, or from the banks of the C&D Canal where ships from around the globe cruise.
Job Summary:
As an Earned Value Analyst, you will advise Leadership on program controls processes and tools subject matter expertise, provide program implementation, training and support, and give earned value management compliance analysis on key NASA and Department of Defense programs.
Essential Functions:

Sustain and improve common processes, procedures and tools that support Earned Value Management (EVM), program management, and cost-schedule requirements and best practices.
* Monitor and oversee program compliance to company and government earned value management requirements.
* Administer EVM systems/tools and provide end-user support.
* Train multiple organizations including but not limited to program management, engineering, program control (finance) and schedule support staff.
* Provide support and NG Sector representation in Integrated Baseline Reviews (IBR), Joint Surveillance Assessments, and compliance audits.
* Perform monthly audits to ensure compliance to the 32 EV guidelines.
Basic Qualifications:
Principal Earned Value Analyst:

This position emphasized skills and experience. Must have 9 or more years of finance or scheduling experience or a combination of both in lieu of degree. Will also consider a bachelor's degree in related field and 5 years of experience; or Master' degree in related field with 3 years of experience.
* Earned Value knowledge and practical application in the role of Cost analyst, scheduler, EVM compliance, and/or project/program controls role on Government contracts.
* Excellent communication and presentation skills to management and stakeholders
* Use of Deltek Cobra, SAP, OpenPlan Professional, Primavera P6, Acumen Fuse, Empower, Power BI, and/or similar tools or similar enterprise-level EVMS software/database tools.
* Experience with EVMS reviews such as Integrated Baseline Reviews (IBR), Internal Surveillances, EVMS Validation, or DCMA Joint Surveillance Reviews.
Sr Principal Earned Value Analyst:

This position emphasized skills and experience. Must have 12 or more years of finance and/or scheduling experience in lieu of degree. Will also consider a bachelor's degree in related field and 8 years of experience; or Master' degree in related field with 6 years of experience.
* Earned Value knowledge and practical application in the role of Cost analyst, scheduler, EVM compliance, and/or project/program controls role on Government contracts.
* Excellent communication and presentation skills to management and stakeholders
* Use of Deltek Cobra, SAP, OpenPlan Professional, Primavera P6, Acumen Fuse, Empower, Power BI, and/or similar tools or similar enterprise-level EVMS software/database tools.
* Experience with EVMS reviews such as Integrated Baseline Reviews (IBR), Internal Surveillances, EVMS Validation, or DCMA Joint Surveillance Reviews.
Preferred Qualifications

Prior team participation experience (professional/community/extracurricular)
* Experience in developing and delivering presentations and leading small groups
* Aerospace and/or DoD intern/working experience
* Self-motivated and able to work as team in a fast-paced environment
* Professional Certifications in Earned Value Management or Project Management a plus
* Knowledge and understanding of Agile
Salary Range: $87,000 - $130,600
Salary Range 2: *$108,400 - $162,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
