Lead enterprise data and information management services, guiding Navy Federal's transformation into a data-driven organization. Continue to accelerate Navy Federal's journey towards a Cloud First, API led, data-driven, platform ecosystem enabled, secure and resilient enterprise. Ensure technology innovations align with the enterprise's overarching mission, impacting all aspects of business operations and member services.
Responsibilities
• Oversee alignment of technology strategies across multiple domains, establishing a strong framework for stakeholder collaboration. Drive the adoption and value realization of the enterprise architecture roadmap to ensure comprehensive integration and impact across all areas of business operations

• Direct the overarching strategy, vision, and execution of enterprise horizontal platforms across the CRM, Business Process Digitization, API Platform Services and Member Communications domains, horizontally enabling Business-Technology products and services across all product lines and ensuring these platforms align with the organization's long-term goals and foster enterprise-wide efficiencies
• Oversee delivery of end-to-end cohesive and robust application programming interface (API) for integration needs across on premise, Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS) platforms
• Oversee adoption, execution and maturation of DevSecOps frameworks and toolchains, CI/CD technologies, software configuration management and engineering product release management to drive enhanced capabilities and security
• Oversee secure product deployment through DevSecOps initiatives and ensure security considerations are integrated at all stages of the software development lifecycle
• Collaborate with executive stakeholders to capture enterprise data and analytics needs. Translate complex business requirements into innovative data-driven solutions within the enterprise data ecosystem, ensuring integration of strategic business objectives and data platforms to unlock greater value, reduce risk, and drive innovation
• Champion data governance, master data management, and data quality initiatives as strategic disciplines, ensuring these are embedded across all areas of the enterprise to support strategic objectives and optimize data-driven decision-making
• Collaborate directly with senior executives and board members to promote enterprise architecture, IT transformation initiatives, and data management strategies. Act as a trusted advisor, gaining executive buy-in and securing the necessary support for critical strategic initiatives
• Direct the development and implementation of IT policies, programs, and standards that reflect industry best practices and future-proof the organization. Influence key decision-makers on the importance of technology governance and effective implementation methodologies
• Oversee the platform strategy, setting clear goals, priorities, and performance metrics to measure the success and continuous improvement of enterprise platform initiatives. Ensure platform scalability, adaptability, and alignment with business requirements across all departments
• Oversee the continued maturity of PLM - product lifecycle management framework along with scaled agile based delivery
• Champion Technology Product Management as a guiding framework for ETS. Ensure alignment between technology delivery and business-facing product management practices
• Foster a culture of collaboration, technical excellence, continuous learning, and professional growth across all engineering and technology teams. Lead by example in building a high-performance organization focused on delivering best-in-class solutions
• Establish credibility across Navy Federal and with executive peers data and platform engineering, product delivery, and innovation. Serve as a thought leader and advocate for the importance of technology in driving business success
Qualifications
• Master's degree in Computer Science, Information Technology, or related field, or the equivalent combination of education, training and experience
• Extensive experience working in a large-scale IT organization with responsibility for overseeing technology strategy and planning functions, preferably in a large financial services organization or other major B2C corporation
• Extensive experience in architecture frameworks (e.g., Cloud Native Architecture, TOGAF, SOA, etc.)
• Expert knowledge of IaaS/PaaS/SaaS and Hybrid cloud architecture and related consumption model
• Expert knowledge around technology platforms required for the domains of Data, API Engineering, Core Banking Services, Member Channels, Lending, etc.
• Extensive experience in deploying and managing modern Dev Sec Ops tool chain across enterprises for both distributed and mainframe applications
• Extensive experience in creating continuous integration and delivery pipelines leveraging cloud native architectures on Microsoft Azure Cloud
• Expert knowledge of digital technologies and platforms (e.g., UX, APIs, Microservices, AI and Machine Learning, Analytics, XaaS, etc.)
• Advanced knowledge of observability tools (e.g., Prometheus, Grafana, Azure Monitor, ELK Stack) and FinOps practices to manage and optimize application costs
• Extensive experience in developing financial business cases to support strategic business initiatives and IT transformation
• Significant experience managing complex, full life-cycle IT projects and teams, including cost/resource time estimation
• Expert knowledge of development and operations framework methodologies (e.g., Information Technology Infrastructure Library (ITIL), Systems Development Life Cycle (SDLC), etc.)
• Demonstrated experience designing systems for high availability, security, manageability, reliability
• Extensive progressively responsible experience in managing Cloud, Data, API, Banking Core, Customer, Lending and Back Office systems in a large IT organization with diverse technologies, preferably in a large financial services organization
• Extensive experience in establishing IT strategic plans that align with corporate strategy
• Extensive experience with infrastructure migration, virtualization, and cloud computing
• Extensive experience with private, public and hybrid cloud infrastructure (e.g., AWS, Azure, Google Cloud, Oracle Cloud, etc.)
• Expert knowledge of IaaS/PaaS/SaaS and Hybrid cloud architecture and related consumption model
• Extensive experience in working with Big Data technologies (e.g., Hadoop, Spark, etc.)
• Extensive experience in successfully transforming software product delivery to a scaled agile delivery model with continuous delivery, automation and continuous monitoring
• Expert knowledge of development and operations framework methodologies (e.g., Information Technology Infrastructure Library (ITIL), Systems Development Life Cycle (SDLC), etc.)
• Expert knowledge of current and emerging technologies and how enterprises are employing them to drive agility and digital transformation
• Extensive experience demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems
• Demonstrates a continuous improvement and forward-thinking mindset with a proven record of enterprise project oversight execution
• Expert skill to formulate a strategic vision and define and implement action plans to achieve strategic goals
• Ability to manage and achieve business outcomes through a consistent set of executive level Outcomes & Key Results (OKRs)
• Expert verbal, interpersonal and written communication skills
• Significant experience leading employee engagement at all levels, lead with empathy, and fostering a culture diversity, inclusion, growth and innovation
