The Program Technical Services Manager will be a senior member of the program leadership team and will serve as the Chief Information Officer for the program. The Technical Services Manager & CIO is an outstanding opportunity for a high potential, high-energy professional seeking a fast-paced role with broad exposure to both corporate and government senior leaders. This position will report directly to the Program Manager and will lead end-to-end logistics lifecycle support for the contract, driving purchasing, warranty and repair, and shipment activity using expertise in logistics best practices and logistics systems workflows. The Technical Services Manager & CIO is the primary customer-facing representative of the Leidos team for day-to-day information processing operations and tracking purchasing activity and downstream logistics to ensure a high quality of service for the customer.

Primary Responsibilities:

  • Establishes standards for data quality across all areas of program delivery, designing, documenting, and executing processes for ensuring data quality, consistency, and maintainability across all Leidos-operated systems supporting the contract.
  • Engage with the Program team and customer stakeholders to identify new functionality, develop compelling business cases, prioritize projects and develop plans that maximize return on investment for the company.
  • Effectively initiate, plan, schedule, control, and bring to closure multiple high priority projects.
  • Drive the cultural changes necessary to enable a continuous delivery model and foster a strong focus on automation of the Software Development Life Cycle (SDLC).
  • Partner with business leaders to create robust solution roadmaps that are integrated with architecture and operations.
  • Identify emerging technology trends, especially in the area of SaaS and cloud computing, and ensure the company is leveraging them when appropriate to increase efficiency, reduce costs, and drive value.
  • Ensure that all application development initiatives are well managed and delivered to meet expectations on functionality, timeliness, and cost.
  • Fulfils role of customer-facing Product Owner responsible for parsing requirements, understanding and internalizing priorities and capability delivery sequencing, committing to scope and timeline(s) for implementation, and marshalling functionality through delivery.
  • Creates vision for operationalizing systems to support business requirements - design and product ownership.
  • Serves as interface between US Government customer and the Leidos SaaS Team.
  • Supports and drives implementation of systems development initiatives in support of Product Roadmap and Operational Requirements.

Basic Qualifications:

  • Bachelors degree (or equivalent) and 18+ years of prior relevant experience or a Masters degree and 15+ years of prior relevant experience.
  • Prior experience designing, developing and deploying enterprise level business applications in a supply chain management or logistics company / program in a customer facing role.
  • Deep experience developing & working with Enterprise Resource Planning (ERP) systems; ability to design, develop, test and support ERP structures, workflows, and data requirements.
  • Experience with data cleansing and standardization tools and approaches.
  • Ability to work with customers and Leidos team members to identify and shift priorities as needed to meet project schedules.
  • Ability to identify improvements and enhancements to Leidos systems, capture formal system requirements, direct technical resources in implementing functional requirements, and participate in application testing activities
  • Ability to work as part of a team and be organized in a complex and fast-paced environment.
  • Demonstrated success leading and managing complex projects involving multiple stakeholders.
  • Ability to create/perform in a unique role within this multi-billion-dollar program.
  • Able to communicate and give direct feedback up, across & down the chain of command as well as to external stakeholders.
  • Demonstrated ability to handle sensitive organizational and business information in highest confidence.
  • Capable of balancing high-level objectives with an appropriate level of detail to make decisions.
  • Ability to work collaboratively up and down and across the organization as well as with both functional and operational personnel.
  • Per contractual requirements, U.S. Citizenship is required.
  • Ability to obtain and maintain a US Government security clearance.
  • Ability to travel to Aberdeen, MD or Reston, VA as needed (approximately 10%).

Preferred Qualifications:

  • Prior experience with the Deltek Costpoint ERP's Purchasing modules.
  • Experience with ServiceNow or other ITSM system.
  • Experience with material purchasing processes in support of government contracts.
  • Proven track record defining functional architecture for systems and translating functional requirements into technical implementation approaches and initiatives; assembling initiatives into practical, achievable product roadmaps.

Pay Range:

Pay Range $148,850.00 - $269,075.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
