Leidos Security Enterprise Solutions (SES) helps modernize aviation, ports and borders, and commercial security. Leidos designs and manufactures highly complex security equipment for use at border crossings, airports, seaports, and customer commercial sites. Our products include Body Scanners, CT baggage scanners, Explosive Trace Detection units, radiation detectors and spectrometers, and Xray scanners for cars, trucks, cargo containers, and trains that are used in Aviation, Ports and Borders and commercial security applications globally.

Within SES, the Commercial Operations team currently has an opening for a Proposal Manager to lead and manage the development of winning proposals for our organization. The proposal manager is responsible for overseeing the entire proposal process from start to finish, ensuring that all proposals are completed on time, adhere to client requirements, and align with strategic objectives.

A successful candidate must thrive in a fast-paced and deadline-driven environment while maintaining attention to detail and driving organization and structure throughout cross-functional teams. The ideal candidate for this role will have an entrepreneurial mindset, along with strong business and financial acumen, including P&L exposure, pricing experience, and/or program analysis

This position offers the opportunity to become an active member of highly visible and strategic growth area for Leidos. This role will need an individual skilled at bringing cross-functional and globally dispersed teams together for our Aviation and Ports and Borders businesses.

The expectation is for this position to be remote within the continental united states. Support to the capture and proposal team may occasionally be required in other office locations within the US.

Primary Responsibilities

  • Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal by leveraging the Leidos WinPlan best practices increasing our PWin.
  • Interpret technical and management requirements of globally diverse tenders (e.g., RFPs, RTEPs, RFIs, Technical specs, open tenders)
  • Think critically to challenge and understand BD strategy in order to align the proposal being developed with that strategy.
  • Participate in solutioning sessions between BD, Technical SMEs, and Product Line to ensure scope being proposed aligns with requirements and our strategy.
  • Gather, assess, and validate customer requirements, working closely with various stakeholders identifying related needs and constraints that impact the winning solution.
  • Create and oversee schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions.
  • Plan for and arrange resources such as proposal review teams, subject matter experts, solution architects.
  • Coordinate with management teams, functional units, Business Development personnel, stakeholders, partners, and subject matter experts to provide leadership, support, and guide overall direction of proposal development.
  • Proactively complying with Leidos business policies including International Business Reviews, Bid Risk Reviews, Authority to Operate, and others in the development of the quotes.

Basic Qualifications

  • Bachelor's Degree with at least 8 years of relevant experience or Masters with at least 4 years of relevant experience such as commercial proposal management, volume lead, book boss, and/or proposal writing. (additional education, training or experience may be considered in lieu of degree).
  • Demonstrated experience successfully managing cross-functional teams in a matrixed business environment.
  • Critical thinkings skills and the ability to anticipate and identify risks and challenges related to execution of programs and business operations. Effective in escalating challenges and proactively identify potential solutions
  • Excellent writing, organizational, and communication skills, including presenting key data to senior leadership formally and informally.
  • Skilled at project management and demonstrated ability to keep large teams on track to deliver against timelines.
  • Ability to occasionally work as needed to meet deadlines (nights, weekends, and holidays at times)
  • Ability to manage geographically disparate teams around the globe.
  • Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.

Preferred Qualifications

  • Experience working with international teams and understanding of how to work across cultures and time zones to meet deadlines
  • Experience working within organization that offer enterprise network solutions or other software products
  • Experience with Salesforce, as well as Pairaphrase, Visible Thread and other similar software tools
  • Basic graphic design skills and experience with Adobe Illustrator, or other design software.

Pay Range:

Pay Range $101,400.00 - $183,300.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
