Description

The Leidos Health & Civil Sector is seeking a Senior Subcontracts Specialist to support our Transportation Solutions Business Area. This position is an integral part of the program team and is responsible for developing, negotiating, and administering subcontract agreements as well as acquisition aspects in new business proposals with moderate dollar value, risk, creativity, and complexity. The position requires knowledge of federal subcontracting, and experience in providing creative solutions to business and program requirements. The individual will:

Travel to Gaithersburg, MD will be required on occasion.

Primary Responsibilities

  • Negotiates NDA's and Teaming Agreements
  • Creates moderate to complex RFP solicitations in accordance with Government and Leidos requirements.
  • Evaluates supplier proposal responses.
  • Conducts price and cost analysis.
  • Negotiates pricing and terms/conditions with subcontractors.
  • Administers subcontracts of various types and complexity.
  • Primarily supports federal programs as well as some commercial and state/local government programs.
  • Identifies and resolves moderately complex issues and problems on assigned subcontracts and makes recommendations to management.
  • Performs subcontract close-out activities.
  • Analyzes risks and identifies risk mitigations
  • Acts as a primary interface between subcontractors and the programs being supported for all subcontracts related issues.
  • Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.
  • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
  • Works independently to achieve day-to-day objectives with significant impact on operational results or project deliverables. Responsible for entire projects or processes within the subcontracts team. Typically called upon to assist in coaching and reviewing the work of lower-level professionals.

Basic Qualifications

  • BA degree and 4-8 years of prior relevant experience or a Master's with 2-6 years of experience. Additional experience can be considered in lieu of degree.
  • Strong organizational, written and oral communication skills.
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Ability to multi-task and work in a fast paced environment
  • Working knowledge of the FAR and DFAR
  • Working knowledge of CPSR requirements
  • Proficiency in word processing, electronic spreadsheets, analysis techniques, and workstation tools.

Preferred Qualifications

  • Demonstrated ability to build internal cross functional relationships
  • Ability to develop and contribute to the execution of strategies and tactical plans to achieve program objectives.
  • Familiarity with Deltek Costpoint and/or other Enterprise Resource Planning & Purchasing systems.

Pay Range:

Pay Range $68,900.00 - $124,550.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
