Leidos has an opportunity within the newly created Digital Modernization Practice Area, as the Chief Engineer for the Repeatable Offerings (RO) organization. The RO organization is the delivery arm of the Digital Modernization sector's Repeatable Offerings, delivering differentiated capabilities and managed services across the sector and the larger Leidos corporation. The Chief Engineer will provide technical leadership and strategic direction for the RO organization, working closely with RO Service Operations, RO Service Delivery Management, and RO Productization and Engagement. RO Service Delivery Management is the primary point of contact for consuming internal Leidos programs, as well as their external customers, while RO Service Operations comprises all IT operations, engineering, security, and software development of the RO organization, and Offering Productization & Engagement (OP&E) is responsible for the productization of capabilities developed via IRAD or program investment, and engages with Leidos captures and programs seeking to leverage productized offerings. We're seeking qualified candidates for the position of Chief Engineer, a customer-delivery focused position that will work closely with more than 700 engineering, cybersecurity, and IT professionals within the organization that are delivering transformational solutions and services across more than two dozen distinct customers.

Primary Responsibilities:

  • Provide technical oversight of the end-to-end service delivery process, ensuring high-quality and efficient delivery to meet customer and business objectives for the delivery organization and respective customers, sharing in the responsibility for the successful delivery of more than $130M of total value annually.
  • Interact with and manage internal and external customers, in partnership with the RO Engagement and Service Operations team, to ensure successful delivery to all customers, aligning capabilities to program requirements and developing cost and schedule data to support proposals and offering delivery.
  • Provide technical leadership and strategic direction for delivering infrastructure services from a centralized RO Service Operations organization.
  • Provide engineering oversight to technical teams that are designing, implementing, and delivering infrastructure services
  • Develop and implement service strategies, policies, and best practices to optimize delivery performance and enhance customer satisfaction.
  • Oversee the design, implementation, and maintenance of enterprise infrastructure, including servers/operating systems, commercial cloud VMs, networking, storage, and security solutions.
  • Develop and enforce technical standards, best practices, and security policies to ensure compliance with industry regulations and organizational goals.
  • Collaborate with cross-functional teams to align infrastructure solutions with business and operational objectives.
  • Conduct financial trade-off analysis, balancing cost, performance, and risk to optimize infrastructure investments.
  • Evaluate and recommend emerging technologies to enhance infrastructure capabilities and drive digital transformation initiatives.
  • Ensure infrastructure alignment with Cybersecurity best practices and frameworks, such as FedRAMP, CMMC, and NIST 800-53.
  • Provide technical analysis and opinions to senior leadership regarding the operations of services delivered from RO Service Operations.
  • Provide guidance on troubleshooting efforts for complex infrastructure challenges, leveraging strong problem-solving and analytical skills to drive resolution and long-term improvements.
  • Support the intake additional offerings from multiple sources, working with the RO Packaging team and RO Service Operations to support the deployment, operations, and maintenance of offerings post transition.
  • Develop internal processes based on ITIL, DevSecOps, and Agile principles for the successful delivery of multiple Repeatable Offerings across multiple customers from a cross-functional Service Operations team, improving service reliability and performance.
  • Drive automation and digital transformation initiatives to streamline workflows and improve service delivery.
  • Analyze performance metrics, customer feedback, and emerging technologies to drive operational improvements and competitive advantage.
  • Navigate and resolve complex, multilayered problems successfully through teamwork and effective collaboration, utilizing sound logic and analysis skills to effectively communicate with respective stakeholders.

Required Qualifications:

  • Master's degree in Computer Science, Engineering, Information Technology, or a related field with 15+ years of relevant experience.
  • Extensive experience in infrastructure engineering within the Federal Government space, including servers/OS, commercial cloud VMs (AWS, Azure, or GCP), networking, storage, and security.
  • Strong expertise in IT service management (ITSM), cloud-based service operations, and enterprise service delivery frameworks.
  • Experience in delivering digital modernization capabilities across multiple federal customers using a leveraged, matrixed team.
  • Understanding of Federal Government FedRAMP security compliance and other security frameworks
  • Ability to work across multiple programs and environments
  • Strong problem-solving and critical-thinking skills, with the ability to address complex technical challenges.
  • Experience conducting financial trade-off analysis to assess infrastructure investments and operational efficiencies.
  • Proven ability to drive technical teams to foster a results-driven environment.
  • Excellent communication and interpersonal skills, with the ability to convey technical concepts to non-technical stakeholders.

Preferred Qualifications:

  • Expertise in cloud-native infrastructure, hybrid cloud architectures, and virtualization technologies.
  • Knowledge of security frameworks and compliance standards (e.g., NIST, ISO 27001, SOC 2).
  • Experience with automation, infrastructure-as-code (IaC), and DevOps practices.
  • Certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, Cisco CCNP, or similar.
  • Familiarity with cost optimization strategies for cloud and on-premises infrastructure.

Pay Range:

Pay Range $148,850.00 - $269,075.00
