Leidos has an opportunity within the newly created Digital Modernization Practice Area, leading Offering Productization & Engagement for the Repeatable Offerings (RO) organization. The RO organization is the delivery arm of the Digital Modernization sector's Repeatable Offerings, delivering differentiated capabilities and managed services across the sector and the larger Leidos corporation. Offering Productization & Engagement (OP&E) is responsible for the productization of capabilities developed via IRAD or program investment, and engages with Leidos captures and programs seeking to leverage productized offerings. We are seeking qualified candidates for the position of Director of Offering Productization & Engagement that will lead a core team of engineers, system architects, project managers, content developers, and cost/pricing analysts. This team will scale in tandem with the offering backlog and as needed to increase productization velocity. The OP&E function will include reach-back to select technical and subject matter experts across RO depending on the technical, functional and skills requirements needed for a specific offering. The OP&E Director will lead the team to execute a defined process that spans the assessment of a candidate capability, through technical analysis, buildout of supporting offering artifacts, costing, pricing and delivery models. The core team is split across multiple locations to include on-site in Blacksburg, VA and Reston, VA, as well as virtually. Travel may be required.

Primary Responsibilities:
- Lead and manage a team responsible for the productization of capabilities and serve as the primary point of engagement with prospective RO customers that are seeking to leverage repeatable offerings.
- Lead the assessment, analysis and definition of offerings that span four levels of increasing maturity, culminating as offerings that will be sustained and delivered by the RO.
- Leverage industry best practices and innovation to refine and evolve productization processes and techniques, and complex delivery models to include unit-based consumption and managed services.
- Lead the design of repeatable, reliable, scalable and secure offerings that bind cost and risk and provide transparency to customers via outcome-based services.
- Work closely with RO Service Operations during the Transition Phase to ensure a coordinated handoff to the RO delivery organization
- Oversee the sustainment of Offerings at Levels 3 and 4, ensuring that technology and artifact refresh is performed in accordance with the Sustainment Plan and as identified by the Product Owner.
- Provide reach-back support to the RO or Program delivery organization and oversee touch-labor support, where required.
- Work with RO leadership and colleagues within the Practices and other areas of Leidos to populate the repeatable offering backlog and support the development and evolution of those capabilities to ensure smooth transition to the RO.
- Possess a thorough technical and business understanding of capabilities and offerings within the catalog and serve as a liaison and spokesperson on behalf of the RO organization to evangelize and work with the Business Areas, Programs and Capture Teams to identify offering applicability.
- Serve as the primary point of contact for inbound requests to the RO regarding leveraging RO offerings and services.
- Identify and nurture talent to evolve the OP&E team to increase productivity, efficiency and offering productization velocity. Develop categorization system for inbound offerings and establish metrics for offering throughput.
- Ensure accuracy and quality of artifacts developed by the team, as well as thoroughness of engineering and architect analyses and cost and pricing scenarios, to ensure the efficacy of the target offering.
- Responsible for throughput of the organization, committing to schedules and milestones that are owned by the OP&E team.
- Oversee the collection of production utilization of offerings, tracking as bid cost and price against actuals and ensuring feedback so that the offering can be continuously refined and improved.
- Oversee the development and curation of offering proposal content, customer use cases and kudos, features and benefits, and metrics regarding the numbers of implementations and problems solved, etc.
- Navigate and resolve complex, multilayered problems successfully through teamwork and effective collaboration, utilizing sound logic and analysis skills to effectively communicate with respective stakeholders.
- Manage budgets, resource allocation, and cost controls to maximize operational efficiency while ensuring high-quality productization services.
- Raise issues proactively with experience briefing issues and solutions to senior leadership and to the customer. Experience identifying risks well in advance with ability to present options to mitigate.
- Establish and communicate goals for the team, track progress and review team's performance constructively to coach continuous improvement. Mentor, coach, and develop the team, fostering a culture of technical excellence, innovation, and continuous learning.
- Collaborate effectively with other organizations within the Digital Modernization Sector and the Repeatable Offerings organization, including the RO Chief Engineer and the RO SDM, RO Operations and Business Management teams, as well as with internal customers (other Leidos Business Areas and Sectors) and external customers, to align with organizational objectives.
Basic Qualifications:
- Bachelor's degree in Engineering, Computer Science, Information Technology, or a related field with 12 years of relevant experience, OR
- Master's degree in Engineering, Computer Science, Information Technology, or a related field with 8 years of relevant experience.
- Minimum of 7 years of experience supervising or leading teams in engineering, IT operations, security, and/or software development.
- Experience in delivering digital modernization capabilities across multiple federal customers using a leveraged, matrixed team.
- Experience fielding and transitioning new capabilities, both aligned to the team's existing technology areas and from new technology areas, and growing, expanding, or upskilling the team to deliver, operate, and sustain those new cap0abilities.
- Strong understanding of IT infrastructure, cloud computing, networking, cybersecurity, and software development practices.
- Excellent problem-solving, decision-making, and strategic planning skills.
- Effective communication and stakeholder management skills, with the ability to collaborate across technical and business teams.
- Experience managing budgets, operational KPIs, and IT service performance metrics.
- Must have U.S. Citizenship.
- Must be able to obtain and maintain clearances, to include customer-specific Public Trust clearances, and up to a DoD Secret or Top Secret clearances.
Preferred Qualifications:
- Project/Team Management Certifications such as CAPM, PMP, CSM, PMI-ACP, PgMP.
- Experience in delivering digital modernization capabilities across multiple commercial customers using a leveraged, matrixed team.
- Experience with cloud platforms (AWS, Azure, GCP) and modern DevOps practices.
- Knowledge of cybersecurity frameworks, compliance standards (NIST, ISO 27001, SOC 2), and risk management.
- Expertise in ITIL, Agile, or Lean methodologies for IT service management and engineering operations.
- Experience leading teams focused on automation, CI/CD pipelines, and infrastructure-as-code (IaC).
- Background in driving digital transformation initiatives and AI/ML-based automation in IT operations.

Pay Range:
Pay Range $148,850.00 - $269,075.00
