Description

Leidos is seeking an experienced Program Manager to oversee all aspects of planning, implementing, operating, and maintaining of a large modernization project. Our portfolio provides a broad range of IT services supporting the Department of Justice and other government agencies as well as agency-specific mission support.

This candidate will have hands-on experience with planning technology modernization projects that implement modern frameworks and IT architectures, and experience providing direction and oversight for software development and maintenance efforts using agile methodologies. In this position, the candidate will need to exhibit strong management skills, be a self-starter, exhibit the ability to lead and partner with program and functional teams to drive goals, objectives, and initiatives to closure and continuous improvement. The Program Manager will also serve as the Leidos point of contact, interfacing directly with customer management personnel, Leidos leadership team, pertinent stakeholders relative to program performance. Ability to clearly convey complex and technical data to executive customers is a requirement. The candidate must be able to travel to the customer site in Washington DC as needed.

Primary Responsibilities

  • Provide management, technical leadership, and organize the activities and personnel associated with delivering complex software development projects using agile methodologies.
  • Present oral and written communications of program status (planning and control) to senior program and customer leadership.
  • Ensure adequate communication between the stakeholders and program teams.
  • Manage all required activities to ensure alignment with competing priorities and requirements across all systems and projects as well as other interfacing systems and provide technical, financial, administrative, and operational management of assigned projects.
  • Provide information to the customer regarding significant issues and provides recommended solutions in a transparent manner and take corrective action to issues raised by the customer and/or Leidos leadership.
  • Provide timely, accurate, relevant analytic documents, summaries, talking points, and briefings.
  • Identify, assess and resolve complex business problems/issue/risks and facilitates issue resolution and risk mitigation.

Basic Qualifications

  • Bachelor's degree with 12-15 years of relevant experience preferred and 5+ years managing large IT programs; additional experience may be considered in lieu of a degree.
  • Program Management experience managing complex programs or PMOs of a similar scope and complexity to the contract requirements.
  • Project Management (PMP) Certification with stellar program governance and process experience, leading large concurrent teams.
  • Experience organizing, directing, and managing contract and/or financial operation support functions involving multiple, complex, and interrelated tasks/competing priorities.
  • Strong multi-tasking skills with ability to manage multiple projects concurrently.
  • Possess strong interpersonal, critical thinking, and communication skills, including the ability to clearly convey complex and technical data to technical and nontechnical consumers.
  • Ability to translate technical problems into actionable plans with commonly understood language.
  • Experience effectively speaking at senior levels within corporate and customer organizations.
  • Demonstrated experience collaborating and coordinating across teams and components facilitating information sharing, reuse and productivity improvements.
  • Demonstrated ability to manage a team composed of analyst/programmers/engineers and specialists in designing and implementing IT software and infrastructure systems.
  • Experience with systems and software delivery and management of Agile programs.
  • Demonstrated ability to recover programs with programmatic, financial and other operational challenges.
  • Detail oriented with strong organizational skills.
  • Strong written and verbal communication skills, including the ability to present to senior customers and senior Leidos management.
  • Must be able to obtain an ATF Public Trust clearance.
  • Must be a US Citizen.

Preferred Qualifications

  • Certified Scrum Master (CSM), SAFe Scrum Master (SSM) or similar agile project management certification (PMI-ACP).

Pay Range:

Pay Range $112,450.00 - $203,275.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
