Leidos is seeking a Program Controller to support the IRS PRPS Program. The Program Controller will be responsible for leading the program controls administration functions and serving as the program controls administration liaison between Project Management, Engineering, Test & Integration, Facilities, Security, O&M, Quality & TSD BPA/LOB functional groups for related program level tasks and activities.

PRIMARY RESPONSIBILITIES:

The ideal candidate will provide a variety of program level tasks related to program controls administration in direct support of the PRPS Program Manager and Program Management Office (PMO) to include:

  • Significant interaction with the Program Manager, Business Managers, Contracts team, Customer, and various other functional or support organizations
  • Serves as liaisons between the Program Team and cross-functional departments to perform financial research
  • Assist Program manager in developing goals, recommendations and corrective actions related to program level financials and coordination and reporting as required by TSD BPA Finance, BPA Manager and BPA Contract Manager
  • Support new business proposal efforts, assisting pricing strategy and business case analysis.
  • Budgeting, forecasting, and analysis of all contract cost and financial data
  • Support monthly closing of financial key measurements (Revenue, Operating Income, etc...)
  • Support ad hoc requests by internal management and external customers
  • Establishment and management of contract WBS and charge numbers, SPAs, unallowable budget, unbillable, work authorizations documents, ODCs, Travel and other similar activities for the program.
  • Establishment and management of subcontractors relative to the program management to include performance management and workshare control
  • SR and ROM management and coordination with the program, IRS, and TSD BPA functional staff and management to include pricing and obtaining appropriate LOB approvals based on SR value thresholds. BOE and BOM manager for the program and proposals.
  • Fusion management and assessment support and reporting for Program and Program Manager, coordinating with the TSD BPA finance for financial report out of Costpoint related to PRPS.

BASIC QUALIFICATIONS:

  • Bachelor's degree and 4 to 8 years of prior relevant experience or Masters with 2+ years of prior relevant experience. However, additional years of experience may be considered in lieu of a degree.
  • In-depth knowledge for Fusion, Costpoint and Excel/BI reporting.
  • Prior experience with lard program cost account management and Business Operations to include establishment of budge, MR, actuals and ETC development, variance analysis and mentoring of cost account managers.
  • Prior experience with BOM development.
  • Basic knowledge of multiple contract types: CPAF, CPFF, FFP, T&M.
  • Strong MS Office skills, in particular MS Excel.
  • Strong organization, analytical, presentation and interpersonal skills.
  • Extremely high level of attention to detail.
  • Able to work successfully in a team environment.
  • Prior experience with government contracting industry.
  • Ability to work independently, or in a team environment and with various organizational levels.
  • Requires the ability to obtain and maintain a Minimum Background Investigation (MBI), similar to a Public Trust Clearance, prior to start.

PREFERRED QUALIFICATIONS:

  • Current IRS MBI clearance and prior IRS experience is highly desirable.
  • Bachelor's degree in Business Administration, Finance, or Accounting, is a plus.
  • Program Finance experience with multiple contract types.
  • Analytical skills, able to identify financial drivers and perform high level and detailed analysis.
  • Knowledge of Leidos Financial Systems.
  • OAC/data query tool experience.

CLEARANCE REQUIRED:

  • Candidate must be a U.S. Citizen or a Lawful Permanent Resident (Green Card holder) for 3 years and be Federal Tax compliant.

Pay Range:

Pay Range $68,900.00 - $124,550.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
