The Leidos Digital Modernization Sector in Windsor Mill, MD in support of the End User Centric IT Support (ECIS) 2 contract for the Centers for Medicare and Medicaid Services (CMS) is looking to improve and advance the organization. Our program is focused on the delivery of end user-centric IT technology solutions to our CMS customer. We are being challenged to provide an ongoing innovative and seamless experience while using CMS systems, applications and solutions; provide proactive and secure development of IT integrations, concepts, and designs across the CMS enterprise; and integrate end-user computing devices, infrastructure hardware and software, and user applications into a streamlined and seamless experience across the CMS user base. We foster a positive end-user experience while ensuring protection of CMS data. The successful candidate will work within an Agile ITIL environment with a large focus on DevOps. The candidate will be a member of the ECIS 2 Project Delivery Team providing project management expertise and leadership for M365 Power Platform initiatives and will play a pivotal role in leading the design, development, and delivery of cutting-edge software solutions that drive innovation and enhance the user experience across a wide range of Microsoft products and services. The candidate will provide full project lifecycle activities to include: requirements gathering, schedule/backlog development and maintenance, task progress tracking and reporting, and agile implementation. The candidate will need to give presentations and must be able to speak clearly and communicate effectively (both written and verbally) with CMS management staff as well as Senior Management. The candidate will lead and/or participate in SAFe- and Scrum-based ceremonies and activities as needed for M365 Power Platform-related solutions.

Primary Responsibilities
Under the direction of the Project Delivery Manager, responsibilities include but are not limited to:
- Supporting the development, deployment, and execution of M365 Power Platform services and develop roadmaps and service strategies.
- Providing project leadership which involves working with M365 Engineers, Testers, Security, and other functional areas as necessary to determine requisite tasking, including examining and analyzing tasks to identify risks and determine timelines
- Collaborating with stakeholders to define and capture business requirements and translate them into robust Power Platform solutions
- Developing detailed plans for Power Platform projects, including the schedule, outlining the duties of team members, identifying project goals, and establishing timelines
- Collaborating with various teams and holding meetings to develop project plans and present them to customers before starting the project
- Monitoring projects to ensure that each remains on track, meet deadlines, and develop according to plan
- Developing Canvas and Model-Driven Apps that streamline CMS processes and enhance user experiences
- Ensuring Power Platform solutions are scalable, secure, and aligned with business objectives
- Participating in thorough testing and debugging of Power Platform solutions
- Staying up to date with the latest Power Platform features and best practices
- Supporting efforts to implement Agile methodologies and techniques (Scrum, Kanban) into IT Operations, including standing up Scrum teams and participating in agile ceremonies
- Configuring and administering projects, dashboards, and task boards in Jira and Confluence
- Developing BOEs and proposal responses to CMS RFPs
- Working with ECIS 2 staff, CMS Product Owners and managers, and external organizations to determine acceptable deployment/upgrade activities that will minimize disruption to end users
- Providing support for deployment/installation activities, and resolving unplanned issues
- Developing/updating documentation used in the deployment and management of defined products
- Champion a collaborative culture, sharing knowledge and fostering innovation.
Basic Qualifications
Bachelor's Degree in System Engineering, Computer Science, or a related field and 8 years of prior relevant experience or a Master's Degree with 6 years of prior relevant experience. Additional years of experience may be substituted in lieu of degree.
- At least 8 years of experience managing IT projects
- 2 or more years' experience with Microsoft cloud technologies including Power Platform and Microsoft 365
- Strong verbal and written communications skills
- Able to plan/prioritize tasking and be able to communicate effectively verbally and in writing
- Must be an independent thinker, capable of performing high quality work, both independently and with a team, in a fast-moving environment and developing detailed analyses
- Must be able to obtain and maintain a public trust clearance.
- All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered.
Preferred Qualifications
- Previous experience working in an agile scrum environment
- Previous experience employing DevOps methodologies
- Project Management Professional (PMP) certification
- Competency in Atlassian Jira and Confluence
- Experience with planning and implementing projects in environments with 5000+ users

Pay Range:
Pay Range $89,700.00 - $162,150.00
