Leidos is seeking a Director of Capture Management to lead a team of (10-12) capture managers and, on occasion, may lead a medium to large sized capture effort of high complexity and strategic value. The successful candidate will oversee the assignment and mentorship of capture managers while helping them to create upfront capture plans and win strategies that accurately forecast resource needs and ensure quality proposal artifacts are developed. This leader will also partner closely with functional and operational leads to resource the team's priority pursuits.
The Director of Capture Management helps to position the Health Solutions (HS) Business Area for growth by synthesizing data on customer engagement data, customer buying priorities and patterns, competitor knowledge, corporate solutioning and effective pricing, in a manner that advantages Leidos. The position will include developing capture strategy and business solutions to pursue opportunities, and support to capture managers as they define technical solutions and competitive assessments. The Director of Capture Management will help Capture Managers identify potential competitors, teammates and suppliers, perform position-to-win analysis; participate in bid and proposal activities and lead and integrate the assigned cross-functional team, including exercising leadership and authority over team activities of a pursuit if needed. Finally, the Director of Capture Manager will drive the team in Capture Excellence.

Primary Responsibilities
- The Director of Capture Management is responsible for the capture leadership of an assigned portfolio of opportunities in the Leidos Health Solutions market.
- The individual must thrive in an environment where they are responsible for the management and execution of the full life-cycle capture process across multiple simultaneous pursuits, proposals, and divisions.
- This candidate should have a working knowledge of Leidos Health & Civil Group customer needs and pursuits related to those needs.

- Establish a peer review process for business area capture plans and proposals, ensuring strategic alignment, innovative solutions, and compliance with customer requirements that increase p Win.
- Act as the Capture Manager or executive sponsor for critical or high-priority captures, particularly those involving innovative strategies or unique challenges.
- Leverage corporate resources and bespoke training solutions to provide ongoing training for Capture Managers on industry best practices, position-to-win (PTW) analysis, competitive assessments, and customer engagement strategies.
- Develop a culture of accountability and excellence within the capture team, emphasizing outcome-based processes and fostering collaboration across functional and operational teams.
- Foster innovation by encouraging Capture Managers to leverage emerging technologies (e.g., AI for proposal analysis, CRM data analytics) and creative teaming strategies for complex opportunities.
- Candidates will mentor a team of capture managers who lead specific captures in developing capture resourcing plans up front, overall win strategies, develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, to win business with new and existing customers.
- In conjunction with mentoring the team, the candidate will develop tools and dashboards to track and analyze capture progress, win rates, resource utilization, and other key metrics, using the data to identify areas for improvement. Additionally, the Director of Capture Management will lead regular debriefs for major captures to capture lessons learned and ensure findings are integrated into future efforts. Maintain a central repository for tools, templates, and lessons learned that the entire capture team can leverage.
- The Director of Capture Management will drive the pace of captures and associated gate review schedules in accordance with Leidos ATO requirements, both for schedule and content. This role will also consider complexity, priority, and strategy alignment when assigning Capture Managers to an opportunity. For those opportunities designated as Sector or Corporate priority, the Director of Capture Management will coordinate with Health & Civil Capture Excellence and CO&E to determine the best resources to assign.
- The candidate is expected to exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, functional POCs, staff, and customers; and display a high degree of tact and diplomacy.
- Characteristics for success include familiarity with Leidos capture process and practices; ability to tailor these practices for all size bids; strategic thinking; analytical presentation and problem-solving skills; professionalism; the ability to gain internal support; and the ability to establish and maintain a solid working relationship with technical staff, functional staff, managers, and peers. Excellent written and oral communication skills are required.
Basic Qualifications
- Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15+ years of professional experience
- Demonstrated ability to capture business across a heterogeneous portfolio
- Mentoring and coaching experience with a diverse set of personnel who have a range of talent and capabilities
- Ability to positively influence culture through leadership, professionalism, and fairness
- A natural aptitude for developing accurate budgeting forecasting, financial analysis and impact to budget ability to assess ROI
- Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external customers / partners
- Professionalism in communication even in difficult situations
- Aptitude for outcome-based capture process; to include opportunity identification, developing business cases, and capture management
- Experience developing capture plans and budgets

Preferred Qualifications
- Health mission background or operational/program experience
- Prior experience managing teams in a dynamic and resource challenged environment
- Experience with federal government budget, investments and acquisition processes
- Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with technical staff, division managers, and peers across Leidos
- Business development familiarity within the Health Solutions markets (HHS, DHA, VA, other) and Federal health industry base
- Self-starter and ability to manage time independently without direct supervision
- The ability to operate at the senior level and influence, negotiate and close actions

Pay Range:
Pay Range $148,850.00 - $269,075.00
