This opportunity will support the very important mission of National Institutes of Health (NIH) Center for Information Technology (CIT), which provide enterprise services and infrastructure that seek to achieve service-level performance efficiencies, innovative improvements, optimal performance and risk reductions.

Change/Configuration Manager (CM) will be responsible for bringing all infrastructure changes under the control of a single set of processes. He/she will seek to establish a stable environment and to maximize the benefits of change while minimizing the risks. The CM will facilitate and coordinate change management in accordance with agency's CM Process. The CM will support the configuration management and change management operational needs of the agency's Network Services Program. The Change Management lead will have the responsibility to ensure categorization and criteria of required operational changes and the management and tracking of all change activity. The responsibilities include but is not limited to the management of the SLAs associated with change authorization, change schedules, and organizational change management. Scope also includes completion and timely submission of Customer deliverables, creation of Customer briefs for status and regular meetings such as the Change Advisory Board and Technical Review Boards. This role will interface across the program ensuring support of the technical roadmap interfacing with Network Operations as well as the architecture engineering group.
Primary Responsibilities:
- Provide on-site support to the health agency in MD.
- Facilitate Change Advisory Board (CAB) Meetings, as well as managing and orchestrating the full lifecycle of change request
- Review all planned changes to ensure that they are complete, accurate, and have no potential conflict
- Support discussion of proposed changes in Technical Review Board (TRB) meetings with input from the Change Owner, Security and other technical lead
- Record TRB decisions and distribute meeting minute
- Post change requests to the agenda for CAB approval
- Communication and socialization of change requests with both internal teams and the customer
- Strong communication skills and relationship management
- Strong writing and organization skills
Required Qualifications:
- Bachelor's Degree in Computer Science, Information Systems, Engineering or other related discipline or equivalent related experience in lieu of degree
- Five (5) years of change management experience
- Experience with ServiceNow or other ITSM tool
- Experience with applying ITIL standards for change management
- Experience updating and maintaining change management plans
- Must have strong oral and verbal communication skills
- Ability to coordinate with both internal and customer teams
- Must be able to thoroughly develop and maintain formal change management processes
- Must be able to obtain a public trust security clearance
Preferred Qualifications:
- Certified Change Management Professional (CCMP) certification
- Experience with the Enterprise Performance Life Cycle framework
- Active ITIL 4 certification, Six Sigma certification strongly desired
- CISSP, CCIE, CCNP
- Operational experience with environments employing cloud or software-defined networking
- Operational experience using ScienceLogic SL1
- Demonstrated experience implementing successful continuous process improvement within an IT infrastructure environment
- Experience using ServiceNow Project Portfolio Management

Pay Range:
Pay Range $68,900.00 - $124,550.00
