JOB DESCRIPTION

Lead regulatory compliance and government relations strategy for Kroger (KR) Health and related activities for the company. Oversee leaders who identify areas of compliance risk in KR Health's operations, including retail pharmacy and The Little Clinic (TLC); ensure effective development of compliance programs and execution of programs. Serve as Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer. Responsibilities include but are not limited to, facility licensing, controlled substances, hazardous waste, HIPAA, Fraud Waste & Abuse, Medicaid and Medicare compliance.   • Develop strategy and goals for the KR Health compliance program
  • Work with Chief Ethics & Compliance Officer (CECO) to ensure alignment with enterprise compliance strategy and lead initiatives
  • Lead audits and investigations of alleged violations of KR Health Code of Conduct, compliance policies and procedures, and laws and regulations; work with CECO to coordinate corrective action, and provide guidance on how to address similar situations in the future
  • Educate and influence key executives on HIPAA privacy and the impact of regulations on operations
  • Chair KR Health Compliance Committee and participate in Controlled Substance Compliance Committee and subcommittees for TLC and retail pharmacy
  • Maintain positive relationships with regulators and serve as primary contact with the Office of Civil Rights
  • Oversee development, maintenance, communication, and updates of policies and procedures
  • Lead risk management strategy and oversee the assessment and documentation of mitigation of KR Health risks
  • Monitor legal and regulatory changes, communicate to appropriate stakeholders, and revise programs as needed
  • Strategize with legal counsel to address regulatory violations and litigation
  • Partner with Chief Information Security Officer and Chief Privacy Officer to ensure organizational alignment with HIPAA Privacy and Security rules
  • Collaborate with President of Kroger Health on Public Responsibilities Committee patient safety reports
  • Travel as needed
  • Supervise and coach direct reports in the performance of their duties; complete performance reviews and provide feedback to direct reports
  • Ability to work cooperatively in high paced and sometimes stressful environment
  • Ability to manage conflict in a reasonable, nonconfrontational and cooperative manner
  • Ability to act with honesty and integrity regarding customer and business information
  • Ability to follow directions and seek assistance when necessary to resolve customer and business issues
  • Provide support and assistance through direct interaction with minors, individuals with special needs, and/or older adults
  • Must be able to perform the essential functions of this position with or without reasonable accommodation


QUALIFICATIONS

Minimum
  • Bachelor's degree, preferably in law, pharmacy, healthcare administration, business, or a similar field
  • 10+ years of successful and professional regulatory experience with the government or healthcare organization
  • Proficient with federal and state laws and regulations pertaining to healthcare such as Anti-Kickback Statute, False Claims Act, HIPAA, etc.
  • Certifications in Healthcare Compliance and Healthcare Privacy Compliance - or obtain within one year
  • Proven leadership skills
  • Strong communication skills
  • Strong analytical skills
Desired
  • Healthcare Compliance Attorney
  • Masters or Doctorate degree, preferably in law, pharmacy, healthcare administration, business. or a similar field
  • 10+ years of experience implementing and overseeing a successful Healthcare compliance program
