This position, which offers a blend of onsite and hybrid work arrangements, is based in Grand Rapids or Clearwater, FL and necessitates a presence in the office for 2-3 days each week. An extensive corporate relocation package is also available for eligible candidates.

Job Description

Position Overview:

As a Proposal Cost Estimator within our Avionics division, you will play a crucial role in collaborating with cross-functional teams to generate high-quality cost estimates for Avionics products. Your leadership will guide the team through the bid and proposal process, coordinating inputs from various sources. This role demands excellent time-management, attention to detail, planning, organization, communication, and interpersonal skills.

Key Responsibilities:

  • Lead cross-functional teams, including Engineering, Program Management, Pricing, Manufacturing, Recurring Cost Estimation, and Commercial Operations, through the proposal process to construct timely bid responses.
  • Become a subject matter expert in the bid capture process/tool and provide coaching, mentoring, and training to engineering teams on its usage.
  • Respond to RFI and RFP inquiries as well as internal estimates.
  • Develop compliance matrices and proposal structures based on customer requirements.
  • Align and assign resources for estimate generation and assist in the preparation of the basis of estimate (BOE), including percentage base estimates.
  • Ensure Federal Acquisition Regulation (FAR) compliance during the estimation process to support Truthful Cost or Pricing Data requirements.
  • Support fact-find, negotiations, and generate a final negotiated proposal file when appropriate.
  • Collect artifacts and generate an Engineering Bill of Material as required by FAR.
  • Review cost estimates, schedules, risks, opportunities, and assumptions for completeness and improvements.
  • Conduct Engineering approval meetings in accordance with internal processes.
  • Create final proposal deliverable reports for inclusion in the pricing volume.

Qualification Requirements:

  • U.S. Citizenship is required due to government contract restrictions.
  • Bachelor's degree from an accredited university or college, or a high school diploma with at least 3-5 years of relevant experience.

Desired Characteristics:

  • In-depth knowledge of Avionics products and engineering development activities.
  • Proven ability to effectively guide and lead teams in proposal development.
  • Experience with ProPricer government pricing software for proposal generation.
  • Proficiency in Microsoft Excel, including the ability to create pivot tables for custom reporting.
  • Capability to work under tight deadlines, manage multiple projects simultaneously, and handle urgent requests.
  • Familiarity with proposal development processes, such as the Shipley method.
  • Knowledge of Lean concepts to support the continuous improvement of the proposal process.
