Job Duties and Responsibilities

Head of Network Performance Management sought by DISH Network L.L.C. in Englewood, CO

Support technical objectives and goals of the business. Capture customer experience using service measurement KPIs from the network, device applications, and benchmark measurements by leveraging existing and new technology in the network. Work closely with many engineering, technology, and operations functions in the organization to align the network planning and performance activities. Manage a small team within the broader function of Network Development & Integration. Develop goals to support broader functional objectives. Utilize wireless End to End Service Measurement KPI Expert in Dish Wireless to interpret network performance and map the customer experience. Define and ensure that End to End 5G
Wireless Service Measure KPIs have qualitative and mathematical definition inclusive of 5G layer 3 messages and corresponding counters in the solution. Create consistent counter definition and KPI formulas across multiple vendors within the same domain. Drive Wireless Partners to evolve service measurements KPIs through new software releases to enable measurements to capture near end customer user experiences. Support development of tooling and reporting for Wireless System Performance for use in various domains and functions with DISH. Define and ensure that end -to- end 5G Wireless Service Measure KPIs have qualitative and mathematical definitions inclusive of 5G layer 3 messages and corresponding counters in the solution. Create consistent counter definition and KPI formulas across multiple vendors within the same domain. Drive Partners to evolve service measurements KPIs through new software releases to enable measurements to capture near end customer user experiences. Support development of tooling and reporting for System Performance for use in various domains and functions within DISH. Remain accountable for ensuring accuracy of DISH 5G network performance data leveraged by DISH stakeholders to make technical and business decisions. Own end-to-end responsibility to ensure data is captured in a centralized repository to generate DISH 5G network performance report. Support technical and operational objectives and goals of the business as they relate to the evolution of network service measurements over a 24-month horizon. Identify KPIs that are critical to Customer Experience, Operational Availability, Operational Efficiencies, Performance Management, Capacity and Traffic Planning, and Management. Serve as the POC for KPI requirements for new technology. Work closely with Engineering, Operations, and various functional organizations within DISH. Lead Benchmarking efforts to highlight the performance of the DISH network vis-à-vis. Engage in other mobile networks based on various Quality of Service (QoS) parameters laid down by the business. Develop and publish recommendations on areas where DISH must focus to improve the customer experience. 23% domestic travel required.

Skills, Experience and Requirements

Requires: Bachelor's degree (or foreign equivalent) in Business Analytics, Electronic Engineering, Electrical Engineering, or a closely related field plus 10 years of experience in Job offered or similar role in wireless telecom network planning and operations. Also requires 5 years of experience with/using the following (which may have been gained concurrently):

  • OSS and performance management systems, and architectures 4G/5G Protocol Analysis and Counter Definition
  • Radio access technologies, Core, IP and devices
  • RAN, Core, IP Network and cloud computing and implementation Automating planning, and performance activities.
Salary Ranges

Compensation: $218,400.00/Year
