About the Role
The Intermarket Supply Manager will be responsible for overseeing the seamless flow of goods across markets, ensuring compliance with customs regulations and optimizing inbound logistics performance. This role requires managing customs clearance, tariff code classification, duty declaration, the implementation of applicable free trade agreements and the timely delivery of products to the warehouse.
In addition, the role will also serve as the key Regulatory Manager, overseeing and ensuring full compliance with FDA regulations. This role is responsible for managing the availability of License-To-Operate (LTO), Certificate of Product Registrations (CPR) and promo permits. The manager will also play a vital role in governance by auditing third-party operators to ensure adherence to the internal Global Risk Management Standards (GRMS).
The Intermarket Supply Manager will collaborate with internal team members, brokers, third-party consultants, and government agencies to ensure efficient and compliant operations. This positiondemands a proactive, detail-oriented, and results-focused individual with a strong understanding of upstream and downstream inbound logistics, Customs regulations, FDA regulatory framework, auditing experience and a commitment to maintaining compliance in a dynamic market environment.
Role Responsibilities
1. Customs Compliance & Tariff Management
- Manage the customs clearance process, ensuring accurate tariff code classification and duty declarations.
- Oversee duty privileges and maintain compliance with all customs regulations to avoid delays or penalties.
- Keep up-to-date with international customs and trade regulations, implementing changes as needed.
- Ensure complete documentation is in place for the Post-Clearance Audit
2. Inbound Logistics & Service Performance
- Take ownership of inbound logistics service performance to meet delivery targets and optimize supply chain efficiency.
- Work closely with the inbound team, coordinating shipments and managing inventory flow to ensure timely delivery to warehouses.
- Manage the availability of tax strips and coordination with the third-party warehouse team to ensure compliance with BIR regulations on the proper application to bottles and the use of specific tax strips only for the specified bill of lading.
3. Coordination with Stakeholders
- Set up and collaborate with team members, brokers, and third-party consultants to manage inter-market supply operations.
- Establish relationships with external partners to streamline the logistics process and improve service quality.
- Lead the Business/Key Performance Indicator (KPI) Review with brokers on a quarterly basis
4. Process Optimization & Compliance
- Identify opportunities to improve customs processes and supply chain performance, reducing lead times and costs.
- Ensure all logistics activities comply with relevant regulations, proactively managing risks associated with cross-market operations.
5. Regulatory
- Manages the timely renewal or amendment of the License-To-Operate with the FDA. If a new license is required, the role gathers the necessary documents for submission and application.
- Aligns with the Technical Manager on the new products for registration.
- Coordinates with the brand registration team of the sources to secure the necessary documents for product registration. The documents are reviewed to check completeness and consistency in the label declarations. Inputs the information and necessary documents in FDA's e-portal system. Coordinates with the FDA consultant for the approval of applications.
- Supports the commercial team in the submission and application of promotional permits.
6. Governance
- Works with the Technical Manager in auditing third-party operators against the Global Risk Management Standards (GRMS) which covers risk disciplines such as Compliance & Risk Management, Occupational Health & Safety, Quality, Environment, Security, and Business Continuity Management.
Role Qualifications and Experience Required:
- Bachelor's degree in Food Technology, Food and Nutrition, Chemistry, Chemical/Sanitary Engineering, Veterinary Medicine, Microbiology or any other food-related courses. Preferably with valid Professional Regulation Commission ID.
- With seminar/training certificate on food safety, GMP, HACCP, and other food safety related regulations given by the DOH-FDA, or FDA recognized government institutions, the academe, professional associations, and third-party service providers conducted within 2 years from the application.
- With at least 2 years of experience in import-export/ tax management in FMCG
- Inventory Planning & Management and Logistics background.
- Ability to work under pressure and provide outstanding customer services
- Excellent interpersonal, communication and analytical skills.
