We are looking for an experienced Procurement Senior E xpert (Investment for Projects) to join our Central and Eastern Europe (CEE) division at CRH to be rresponsible for procurement of various services scopes for investment projects, within the global cement & building materials industry.

This role can be based in one of our Central and Eastern Europe division countries including Poland, Romania and others.

As the CEE Procurement Senior E xpert (Investment for Projects) , you will integrate into local investment teams, sharing information and best practices. You will collaborate with leaders and managers to achieve business goals while valuing diverse perspectives within the team. Your approach will be balanced and rational, fostering strong, long-term business relationships at multiple levels.

Key Responsibilities;

  • Support business and investment project objectives by following procurement policies and best practices.
  • Engage in design and methodology meetings to develop contract strategies.
  • Collaborate with key stakeholders to ensure a competitive tender process with at least three quotes.
  • Oversee preparation and responsibilities during the feasibility stage.
  • Assess and address procurement risks to minimize disruptions.
  • Develop comprehensive tender packages, including contracts, pricing, and legal requirements.
  • Publish tenders, track submissions, and resolve clarifications.
  • Analyze offers, negotiate terms, and select the best bidder.
  • Propose value engineering solutions and recommend contract awards.
  • Process final documents and report on procurement results and budget impact.


The Ideal Candidate

To be successful in the role of CEE Procurement Senior E xpert (Investment for Projects) , you will have proven experience in procuring complex contracts, demonstrating career continuity and expertise in supply chain management. A strong background in investment projects, equipment procurement, or the construction sector is essential, along with a clear understanding of procurement strategies and contract conditions such as FIDIC. As well as ability to build and maintain supplier relationships, negotiate effectively, and drive cost efficiencies is key.

You will also have experience in budget management and financial reporting, along with the ability to work under tight deadlines.

This role will involve managing high-value contracts, optimizing procurement performance, and ensuring compliance with procurement governance. Therfore, you should have strong commercial awareness of the European supply chain and be capable of formulating actionable procurement plans.

Specific Requirements

  • Degree in an industrial or construction-related field or equivalent qualification.
  • Fluent English; additional languages (German, Polish, Romanian, or other Slavic languages) are a plus.
  • Proficiency in SAP and ARIBA.
  • Strong Microsoft Office skills, including Excel, Project, PowerPoint, Word, and Outlook.
  • Solid understanding of purchasing strategies, procurement routes, and contract conditions (FIDIC).
  • Proven experience in negotiating contracts and building strong supplier relationships.
  • Ability to develop procurement plans, analyze risks, and implement cost-saving strategies.
  • Experience in budget management and reporting.
  • Strong knowledge of European supply chains and procurement best practices.
  • Full driving license required.
