The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court. The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting in to the Pennsylvania Supreme Court of Pennsylvania.

Job Description
Position Summary
This is entry level protective services and investigative work maintaining security in a court installation during normal business hours. An employee of this class provides for the general protection of property on an assigned shift in a court building or other facility and provides information and direction to members of the public. Work normally includes patrolling facility in conjunction with personnel of the Philadelphia Sheriffs’ Department, providing information and directions, taking reports concerning missing or stolen property, maintaining various logs, checking identification and coordinating with Sheriffs’ personnel and others to deal with emergency situations involving injury, illness, bomb threats, etc. This includes greater contact with the public and court clientele, some of whom are involved in potentially volatile situations.

Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Coordinates activities with personnel of the Sheriffs’ Department and administrative superiors to provide for the security and general protection of property in a court building or other facility during the day or as otherwise needed.
- Makes regular rounds throughout assigned post.
- Provides information and directions to members of the public with business in the court facility.
- Investigates acts of vandalism or theft and assists law enforcement officials on investigations wherever necessary.
- Prepares and submits reports on infractions of laws, regulations, or rules that occur on the grounds or within the building.
- Coordinates with Sheriffs’ personnel and administrative superiors to enforce security rules and regulations of an installation.
- Coordinates activities with Sheriffs’ personnel to quell disturbances by speaking to and/or segregating individuals.
- Submits written reports of tour activities, as necessary.
- Performs assigned functions pursuant to the facility Emergency Action Plan.

Performs related work as required.
ENVIRONMENTAL CONDITIONS
Standard courtroom and office conditions.

Competencies, Knowledge, Skills and Abilities
- Considerable knowledge of facility security and protection rules, regulations, and policies
- Working knowledge of the methods and problems involved in protecting and safeguarding a municipal installation against theft, vandalism and sabotage.
- Working knowledge and understanding of general police methods in dealing with crowds.
- Ability to meet approved minimal physical standards.
- Ability to communicate effectively, orally and in writing.
- Ability to learn a variety of security duties within an established training period.
- Ability and willingness to follow oral and written instructions explicitly.
- Ability to maintain records and prepare reports.
- Ability to maintain effective work relationships with associates and the public.

Qualifications
- High school diploma or equivalent.
OR
- Equivalent combinations of training and experience which provide the characteristics required to perform the essential functions of the class may substitute for those listed.
- Successful completion of a criminal background investigation.
- Ability to perform the essential functions of a position in this class.
