The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

In partnership with the Department of Revenue, the IT Application Support team is responsible for the support of applications that fulfill the mission of timely, courteous, and prompt collection of all revenue due to the City of Philadelphia. This includes the billing and collection of water and sewer charges. The Water Revenue Bureau provides all billing and collection functions for water and sewer charges, ensuring that the Philadelphia Water Department has the financial resources needed to provide reliable, high-quality water to Philadelphia residents, businesses, and communities. 

Under the direction of the IT Director this position will serve has a financial liaison between the Innovation of Technology department and The Department of Revenue. The IT Financial Manager is responsible for directing, reviewing and coordinating all IT related accounting, budget preparation, budget analysis, procurement, invoices, and contracts. Work involves technical direction to staff in resolving problems encountered in the provision of financial and accounting services. This position is regularly involved in projects alongside Project Managers and Business Analyst’s for effective budget planning and procurement processing. The IT Finance Manager is responsible for defining the strategy and implementation of Financial Management, while adhering to best practices and industry standards. Position leads all day-to-day IT financial operations, with functional responsibility forecasting management and approval.  

Essential Functions
Technical Solution Management
•    Serves as the principal point of contact on all financial matters for IT Revenue  
•    Assess, approve, initiate, and track procurement requests  
•    Help support the IT department in understanding the financial costs incurred-to-date and to budget for future costs. 
•    Review, approve, and track vendor invoices  
•    Completion of yearly IT Revenue Water Revenue and General Funds budget  
•     Work collaboratively with Revenue Department, Innovation of Technology, Finance, Procurement, and Law  
•    Provide analytical support in order to drive IT cost management, budgeting and strategic initiatives. 
•    Asset management  
•    Renewal, extension, and RFP support for Revenue related IT contracts  
•    Oversee all maintenance/support contracts  
•    Manage spreadsheet design that is often complex to provide in-depth financial analysis and providing expert financial perspective and opinions 
•    Maintains a regular cadence with business partners for monthly budget vs. actual reports and forecast updates. 
•    Assigns and reviews work to assigned lower-level employees  
•     Performs related work as required.

•    FAMIS- Financial Accounting Management Information System 
•    PHL Contracts- City portal for procurement and contract management  
•    examining and analyzing financial records 
•    preparing a variety of computerized accounting statements and reports 
 

Qualifications

We care more about what you can do than where you learned how to do it.  That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well.  The ideal candidate will have at least three years of experience in finance or procurement. 

Additional Information

Salary Range: $80,000 - $86,000
