The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

OIT is looking for an Assistant Director of Human Resources to support OIT’s Human Resources unit. You will act as a point of contact for HR-related queries from employees to external City departments. Under general supervision of the Director of Human Resources, the Assistant Director of Human Resources will be responsible for performing a variety of human resources duties in the following areas of recruitment, training, benefits, employee relations, safety, employment processes, HRIS, and general support. The Assistant Director will be critical in the day-to-day operations which includes supporting 570+ employees with various inquiries for the life cycle of the employee. Our ideal candidate has experience with HR procedures and can juggle various administrative tasks in a timely manner.

Position Summary

  • Oversees the daily workflow of the department to include hiring & staffing, off-boarding, safety, employee relations, pension, benefits, payroll, employment verifications, unemployment hearings, new hire orientation, training, FMLA, ADA and leave of absence
  • Maintains knowledge of trends, best practices, policy, and regulation changes in human resources; applies this knowledge to communicate changes in policy, practice, and resources to leadership
  • Performs or oversees processing of HR transactions; develops and implements applications and procedures for coordination of transactions with Central OHR; prepare and maintain related HR transactions, records, and reports
  • Serves as an expert resource to managers and employees by providing consultation on human resource issues; answers questions and provides information to employees requiring the interpretation and explanation of human resources program, policies, and procedures
  • Act as point of contact in absence of OIT’s Director of Human Resources
  • Coordinate the hiring process with OIT managers and human resources professionals to ensure timely hiring
  • Assist with onboarding new hires
  • Promote the City’s and OIT’s reputation as a workplace of choice
  • Knowledge of the Health & Welfare manual, COBRA, pension guide, Civil Service Regulations, Home Rule Charter, and Administration Board Rules
  • Performs other duties as required.


Competencies, Knowledge, Skills and Abilities

  • Multi-task in time-sensitive situations with frequent interruptions and a high degree of public contact
  • Analyze and interpret data and enter complex staffing and or relevant data into systems requiring supreme attention to detail, preferably in human resources information, payroll information management capacities, or other equivalent distributed database environments
  • Work either as part of a team or individually
  • Prioritize and achieve deadline goals with minimal supervision.
  • Communicate effectively and develop working relationships
  • Provide responsive and efficient customer service to employees in person, by phone, and in written communications
  • Apply and effectively communicate policies or procedures, when necessary
  • Knowledge of HR practices and disciplines
  • Proficiency with Microsoft Office, including Word, Excel, and Access. Experience with Oracle preferred
  • Strong oral and written communication skills
  • Highly detail-oriented and organized
  • Ability to exercise sound and independent judgment.

Qualifications

•    Bachelors degree in Human Resource Management, or equivalent field of study required.  
•    Eight - ten years of progressive human resources experience.
•    Two - four years experience in a Human Resources management role.
•    Experience working in a large governmental environment preferred.

Additional Information

Salary Range: $100,000 - $110,000

Starting salary to be determined based on experience and qualifications.
