MANAGER COMMUNITY DEVELOPMENT

WHAT IS THE OPPORTUNITY?

Manager Community Development will focus on activities that contribute to and fulfill the Bank's Community Reinvestment Act (CRA) for City National Bank. Primary focus is to support community development activities and administer the CRA program, fulfilling obligations and goals consistent with the Bank's CRA strategy, plan and overall performance. Lead the CRA team and build the CRA business to scale and be a sustainable business with reasonable and appropriate returns.

What you will do

  • Develops strategies for increasing residential, community development and small business loan originations, which target low-to-moderate geographies and/or population's.
  • Responsible for ensuring the Bank's CRA program is in compliance with federal and state laws and regulations.
  • Administer the bank's overall CRA program, including establishing goals and objectives relative to the investment, lending and service test activities.
  • Oversees preparation and reporting to the Office of the Comptroller of the Currency (OCC) for the Bank's tri-annual CRA performance evaluation. Represents the bank in all communications with OCC examiners.
  • Reports progress and challenges on overall CRA activities to the Executive Committee, Board of Directors and IHC Compliance Committee on a quarter basis or as necessary. Monitors the bank's CRA performance and suggests ideas for improvement.
  • Negotiates, monitors and reports on the Bank's Community Commitment. Represents the bank in all CRA/Community Commitment meetings and communications with local and national advocacy groups.
  • Monitors and reports on the bank's Supplier Diversity Program.
  • Collaborates with all bank divisions as necessary to implement programs, strategy and tactics as necessary to ensure bank wide CRA compliance and manage regulatory risk.
  • Responsible and accountable for appropriate quality controls related to the financial products the bank provides, the services the bank delivers, the processes employed and the incentives with which colleagues are awarded.
  • All City National products, financial solutions and services are to be provided ethically and with integrity in a manner that is consistent with the client-first culture and values embodied in City National's PRIDE statement.
  • Integrate financial & operations strategies with the Lines of business.
  • Integrating reporting & controls with the Lines of business.
  • Serve as technical expert and specialist on whom OCC field examiners, senior management, bankers, trade associations, external partners, and consumer and community groups rely for addressing complex CRA and fair lending related compliance issues.
  • Supports, advises, and assists in developing appropriate tools, training, and other resources to support CRA performance evaluations, fair lending, and HMDA, examinations.
  • Development of low to moderate income mortgage lending strategy. Alignment with mortgage sales and fulfillment teams on deployment of low to moderate income mortgage originations. Integrate investments and grants strategies with lending strategies.

Must-Have

  • Bachelor's Degree
  • Minimum 12 years' community development experience or business development experience in a bank environment that includes Community Reinvestment Act and Home Mortgage Disclosure Act compliance.
  • Minimum 8 years of management experience

Skills and Knowledge

  • Detail knowledge of mortgage banking industry, affordable housing loan programs, non-profit lending programs, municipalities down-payment assistance/ mortgage credit certificate programs, mortgage insurance, and Federal Home Loan Banks "affordable housing programs".
  • Experience with regulatory interface.

Compensation

Starting base salary: $157,943 - $293,299 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
