After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation's first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY

We are looking for an experienced VP, Track and Systems professional to join our Brightline West team. This individual will oversee the construction implementation of all: 1) High-Speed Rail Track (rail, ties, ballast, special track to FRA Class 9); 2) HSR System components (European Trains Control Signaling system (ETCS), traction power, electrification - Overhead Catenary systems, communications, and SCADA), and interfaces with other project components. This individual will also be responsible for ensuring field compliance and attainment of necessary certifications and approvals from the FRA related to the Track and Systems components. This individual will be a key member of the construction team and, as such, must be a capable project manager who is prepared and eager to proactively manage various interfaces of design, development, construction, and commissioning across all aspects of rail systems for this project.

PRIMARY RESPONSIBILITIES

  • Oversee and coordinate the field implementation of all HSR Track and Systems components and manage interfaces with all infrastructure, stations, rolling stock, and maintenance of way facilities.
  • Deep experience and knowledge of contract terms and conditions enforcement with different project delivery and contracting structures including design-build, Joint Venture contracts, and consortiums.
  • Ensure Systems and Track scopes comply with regulatory requirements in the construction contracts, particularly as relates to FRA.
  • Ensure the mainline track is installed to operate at an FRA Class 8 or 9 standard.
  • Work with the rolling stock supplier, civil infrastructure designers, and contractors to ensure the systems requirements are being implemented in accordance with contract documents and within appropriate tolerances.
  • Address needs of maintenance and operations departments related to Track and Systems components.
  • Lead interface with external agencies such as FRA, Caltrans, NDOT, FHWA, and others on construction matters related to Track and Systems.
  • Travel to vendor, manufacturer, or supplier locations for in-person meetings, audits, inspections and/or collaboration activities, as required.
  • Proactively manage contract budgets and schedules within the project budget and timeline.
  • Prepare, negotiate, and manage contracts for all services related to track and rail systems.

REQUIRED AND PREFERRED EXPERIENCE

  • A Bachelor's degree in construction, project management, systems/electrical/mechanical engineering, or a related field or equivalent combination of education and work experience.
  • At least fifteen (15) years of experience in construction implementation of track and rail systems, with high-speed passenger rail systems strongly preferred but not required.
  • Knowledge of FRA regulatory requirements, particularly Tier 3 for high-speed rail.
  • Hands-on leadership experience working across multiple large-scale projects of over $500 million in construction value.
  • Demonstrated familiarity with systems integration for high-speed rail projects.
  • Understanding of scheduling and critical path functionality.
  • You have familiarity or will gain familiarity with Roadway Worker Protection rules.
  • Successful track record of successful on-time, on-budget project delivery.
  • Excellent interpersonal skills with proven ability to work effectively as part of a multi-disciplined management team.
  • Excellent analytical capabilities as well as written and oral presentation and communication skills.
