About this role

The role delivers execution excellence, project management and risk management in the Taipei office. The COO will be responsible for a broad range of issues including reporting and management of financial performance, business strategy, HR & Talent support, operating platform stability and resilience in addition to furthering our local social license to operate agenda. Relationships with external stakeholders, including regulators and clients, as well as internal BlackRock business and functional heads in the APAC region are key.

Reporting directly to and partnering closely with the Taiwan Country Manager and the local Taiwan leadership team, the COO is expected to be proactive and a self-starter, commercially astute with excellent written and verbal communication skills, possess a strong ability to multi-task together with keen project management and execution skills, voice opinions which protect the firm, and manage risks appropriately, while still being commercial.

Key Responsibilities:

Execute on core business objectives and accountability for results

  • Work with Taiwan Leadership in strategic planning, business objectives, budgeting, forecasting and staffing, as well as day-to-day execution matters for the Taiwan Client Business, Client Experience Management and Investments
  • Play a key role in identifying, prioritizing and implementing new initiatives, as well as taking forward and delivering existing initiatives
  • Partner with Finance to set and execute the annual budget for the business
  • Govern and drive progress against firm-wide objectives
  • Lead preparation for Business Reviews and annual Business Assessments
  • Partner with HR to set, execute and track annual Talent and Diversity Objectives, aligned with the firm-wide Talent and Diversity Agenda; progress will be assessed as part of the Business Reviews
  • Keep the business head apprised of progress and challenges against annual objectives
  • Keep firm senior leadership apprised of progress and challenges against firm objectives
  • Serve as a representative of the Taiwan office to internal and external partners
  • Work with the APAC Business Operations, Legal & Compliance, Finance, Technology and Corporate Services teams in defining and enhancing processes or executing on projects or change management initiatives
  • Oversee and coordinate platform integration initiatives
  • Understand details of technology for the business and for the firm
  • Represent group during technology crises and outages
  • Drive operational excellence and best practices

Ownership of business issues

  • Take ownership of solving problems related to the business, and rally key partners to the cause
  • Oversee regulatory requests, working in conjunction with the L&C function
  • Confirm that the right people are registered
  • Coordinate Internal Audits effectively
  • Oversee and remediate risk management items and own Business Continuity Management

Partner with various functions in handling day-to-day business management

  • Manage facilities requests (including seating)
  • Ensure hiring/transfers/exits are all executed effectively with HR
  • Handle all required firm reporting using Corporate Green Package systems
  • Manage talent process with an eye towards meeting diversity targets
  • Execute plans for improving Employee Opinion Survey scores
  • Ensure all employees complete mandatory training
  • Respond to regional and global corporate requests
  • Prepare and organize Town Halls and other group wide sessions
  • Validate permission access lists

Key Requirements:

  • Track record of building and working with successful teams in a matrix reporting environment
  • Strong understanding and proven knowledge of the asset management industry as well as the client business is a must
  • Candidates with experience in corporate strategy will have an added advantage
  • A highly motivated individual with a passion to succeed and a dedication to excellence
  • Integrity, high quality standards and a strong control & risk mindset
  • Self-reliant, inventive, and proactive, at the same time a teammate and leader who can operate credibly and use the firms' presence across the region and within the global infrastructure
  • Good written, verbal, communication and presentation skills both Mandarin and English with the ability to translate complex issues with an open and clear communication style
